Description
This is a Notice of Intent, not a request for quotation. A written solicitation will not be issued and quotations will not be requested. The announcement number for this acquisition is NIH-OD3115071, and is being issued under the authority of FAR Pt 5.101 under the conditions as described in FAR pt. 6.302-1,only one responsible source and no other supplies or services will satisfy agency requirements. The anticipated award date is September 16,2013. This acquisition will be processed under Simplified Acquisition Procedures (SAP). The associated North American Industry Classification System (NAICS) Code is 423450. The National Institutes of Health, Office of the Director, Office of Logistics and Acquisitions Operations, on the behalf of National Library of Medicine intends to procure on a sole source basis from Acquia Government at Carahsoft a Technical Architect for an Architecture Workshop. The Technical Architect will provide a ten day workshop sessions to define the architecture of the new system. The workshop will focus on four (4) major areas: requirements review, component architecture and high level design, content-type architecture, and deployment architecture. The project has been built on Acquia servers using Drupal, an open source content management system designed and managed by the staff at Acquia, therefore it is necessary for Acquia to provide the training for the workshop.. This notice of intent is not a request for competitive quotations; however, the Government will consider responses submitted. Responses must be submitted no later than 12:00 PM Eastern Standard Time (EST), September 13, 2013 to Tonia Ellen. The Postal Service, the address is NIH/OD/OLAO/OA-Contracting Team 3, 6011 Executive Blvd, Suite 529N, MSC 7663, Rockville, MD 20852. Electronic submission will not be accepted. All information furnished must be in writing and must contain sufficient detail to allow the government to determine if it can meet the above specifications described herein. A determination by the Government not to compete the proposed acquisition based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. Please reference the announcement number on all correspondence.
