- This is a combined synopsis/solicitation for a commercial item prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. The request for quotation number is VA786-13-Q-0395. This is a 100% small business set-aside for the following equipment: Two (2) Each John Deere ProGator 2030A (Diesel), with 2WD traction unit, less auxiliary hydraulics, and with a cargo box. In addition, the equipment must include a heavy duty front and rear spring kit, wide rear multi-tract (2) tires, and (2) wheels - 26 x 14-12 (4 pr), along with a ProGator cab. In conjunction, all pricing shall include applicable trade-in credits for nine (9) pieces of equipment which are as follows: John Deere 5210 Tractor 45 Hp - PN: LV5210S223777 with an estimated trade in value of $1,600.00, a toro workman 4300D 07364-24000014 with an estimated trade in value of $2,560.00, a toro workman 3300D-250000211 with an estimated trade in value of $1,280.00, a toro workman 3300D-260000383 with an estimated trade in value of $2,250.00, and a toro workman 3300D-07362-240000289 with an estimated trade value of $2,000.00. Toro 328D Grounds Master 30626-230000558, estimated trade in value: $640.00, toro 328B Ground Master 30626-230000261, estimated trade in $80.00, toro 328D Ground Master 3026-210000229, estimated trade in value $40.00, and John Deere 955 LV0955C130080 with an estimated trade in value of $720.00. The total amount of all trade in equipment is estimated at approximately $12,000.00. NOTE: It is incumbent on the quoter or offeror to verify and provide prices for all credit allowances for traded equipment. The figures provided are for informational purposes only. Should the offeror or quoter like to inspect any or all proposed traded equipment prior to submitting a quote, please contact the Fort Sam Houston National Cemetery, point-of-contact, Mr. Chad Waterman at 210-804-0803 or email chad.waterman@va.gov to schedule a date and time to view proposed trade equipment. Proposed credits for trades will be applied to costs for new equipment being purchased by the Government. The total proposed prices, minus any proposed credits shall include all applicable taxes, as well as all shipping and handling cost to FOB Destination. The Government will consider all approved equals as long as the quoter provides information such as the manufacturer, model and salient characteristics of the proposed equal product and provides credits for traded equipment. It will be the responsibility of the contractor to pick-up and remove off-site free of charge all traded equipment at no cost to the Government. Delivery of all new equipment and the pick-up of traded equipment will be at the Department of Veterans Affairs, National Cemetery Administration, Fort Sam Houston National Cemetery, 1520 Harry Wurzbach Road, San Antonio Texas 78209 no later than 45 calendar days after receipt of a purchase order. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular FAC 2005-66. The associated North American Industrial Classification System (NAICS) code is 333112 and the small business size standard is 500 employees. Only quotes from small business concerns will be considered for award. The deadline for receipt of quotes is September 16, 2013- 9:00 am MT. Quoters must be registered in the System for Award Management (SAM) https://www.sam.gov to be eligible to receive an award.
