- Notice of Intent No.: 2013-Q-16136 This is notice of intent to award a sole source contract and is not a request for competitive proposals. It is anticipated that this requirement will be a Firm-Fixed Price Purchase Order awarded on or before 09/16/2013. The Centers for Disease Control and Prevention, Office of Noncommunicable Diseases, Injury and Environmental Health, Office of the Director, intends to solicit and enter into a contract with Alere Wellbeing of Seattle, Washington for an Analysis of Quit Outcomes among Quitline Callers during the 2012 CDC Campaign. The Government's requirements are: 1) Vendor must provide CDC with a list of state quitlines from which data will be drawn for the analyses, as well as a list of variables to be used in the analyses, including variable definitions, and a three sets of dummy tables indicating the information that will be included in the analyses and how it will be presented. 2) Vendor must provide CDC with completed tables from the proposed analyses { Proportion of callers who quit smoking at 7-months post-enrollment after calling a state quitline during the CDC national media campaign (assessed via caller self-report through inspection of existing quitline records of proactive calls at 7-months post-enrollment among those who were provided a service) by type of treatment received and controlling for other demographic and smoking-related characteristics and state effects. Numbers and proportion of quitline callers who used electronic-cigarettes at intake and an assessment of the relationship between electronic cigarettes and demographic characteristics, intentions to quit, treatments received and related outcomes (assessed via caller self-report through inspection of existing quitline intake and follow-up records). Numbers and proportion of quitline callers with mental health concerns and an assessment of the effectiveness of quitlines among individuals with mental health concerns (assessed via caller self-report through inspection of existing quitline intake and follow-up records).} 3) Must produce three publications or reports from the above analyses. The topic of the publications or reports and author roles and responsibilities will be mutually agreed upon by Vendor and CDC. The Government intends to solicit, negotiate and award to only one contractor using Simplified Acquisition Procedures pursuant to FAR Subpart 13.1. A determination not to compete this requirement is based on market research and is solely within the discretion of the Government. This announcement is not a request for competitive quotations. All interested responsible sources may submit a capability statement, proposal, or quotation which shall be considered by the CDC to David Kelley by email at vrb7@cdc.gov. No solicitation is available and telephone requests for information will not be honored. This notice of intent is not a request for competitive proposals; however, the Government shall consider all responses received within five (5) days of this posting. A determination by the CDC not to compete this proposed contract, based upon responses to this notification, is solely within the discretion of the government.
