PLEASE NOTE: THIS IS NOT A SOLICITATION ANNOUNCEMENT. THIS IS A POTENTIAL SOURCES SOUGHT SYNOPSIS ISSUED ONLY TO CONDUCT A MARKET RESEARCH STUDY FOR AN ANTICIPATED MILITARY PROGRAM. The information received will be used within the United States Property and Fiscal Office (USPFO), Topeka, Kansas, to facilitate the decision making process and will not be disclosed outside of the organization. This announcement is not a request for proposals, but a survey of the market for potential sources. No reimbursement will be made for any costs associated with providing information in response to this announcement or any follow-up information requests. This notice does not constitute a Request for Proposal and is not to be construed as a commitment by the Government for any purpose other than market research. Respondents will not be notified of the results of the evaluation. Joint Forces Headquarters, Topeka, KS is seeking SBA Total Small Business with current relevant experience, personnel, and capability to set up, maintain, and tear down portable latrines in support of the Vigilant Guard exercise 2014 near Salina Kansas. All businesses capable of providing this service as described below are welcome and encouraged to submit a response regardless of business size. The project if awarded under a contract will include supplying and servicing portable latrines for 600 personnel from 6:00 AM until 6:00 PM daily for five days. The services will include maintenance of latrines. The North American Industry Classification System (NAICS) code(s) should be classified under 562991 with a size standard of $7 million. The anticipated period of performance for the requirement is 02-08 August 2014, with setup performed on 02 August 2013 such that latrines are available for use no later than 6:00 AM on 03 August. Latrines are to be maintained and cleaned as needed for the period beginning 6:00 AM on 03 August 2013 until 6:00 PM on 07 August 2013. Latrines are to be removed from the site on 08 August 2013. The proposed contract if awarded will be for a stand-alone project to responsible company with recent and relevant experience in previous projects dating back not more than three (3) years. Proposed teaming arrangements, 8a Mentor/Prot g, or other partnering agreements shall identify clearly the primary offeror for determination of responsibility purposes. Interested sources are invited to respond to this sources sought announcement utilizing their company letterhead in a Portable Document Format (PDF). 1)Contractor Information: Provide your firm's contact information with a central POC, Cage Code, DUNS number and confirmation that the business SAM registration and ORCA (Reps & Certs) are current under the SAM registration (https://www.sam.gov). 2)Identify type of Small Business and registered SAM codes. For more information on the definitions or requirements for these small business programs, refer to http://www.sba.gov/. 3)Experience: Submit a maximum of 5 government or commercial contracts/projects your firm has completed in the last three (3) years demonstrating your experience in supplying and servicing portable latrines with service. For each of the contracts/projects submitted for experience, provide the title; location; whether prime or subcontractor work; award and completion dates; contract or subcontract value; type of work; type of contract; a short narrative description of the services provided by your firm; and customer information including point of contact, phone number, and email address.
