- The Centers for Disease Control and Prevention, NCEZID, 3150 Rampart Road, Fort Collins, CO 80521, hereby announces its intent to issue a sole source contract to University of California, San Francisco, 513 Parnassus Avenue, San Francisco, CA 94143 to provide serum samples and culture isolates from B. henselae and B. quintana infected patients. NAICS Code: 611310 The statutory authority permitting other than full and open competition is 41 U.S.C. 253(c)(1) as cited in FAR 13.106-1(b)(1)(i). We are looking to acquire well-characterized archived reference samples (serum samples, serial and individual, low passage isolates and multiple strain genotypes) from patients diagnosed with B. henselae and B. quintana infections. We require both B. henselae and B. quintana positive patient samples as all patient serum samples submitted for Bartonella diagnostic testing in the U.S. are tested against both B. henselae and B. quintana. In order to have well-characterized samples, they must be obtained from an institution with a clinician having established B. henselae and B. quintana clinical experience including diagnosing and differntiating both B. henselae and B. quintana in humans as well as expertise in laboratory testing and archiving of clinical samples. We have identified a clinician on staff at the University of California with the required archived samples and expertise published in the National Library of Medicine National Institutes of Health PubMed index. This clinican has the required expertise in both B. henselae and B. quintana infections as well as existing laboratory testing results and clinical data for these specimens that we require. Responsible sources that believe they possess the expertise and capabilities identified above are encouraged to submit to the Contracting Officer within 2 days from the posting date of this notice, their written capabilities statement, proposal or quotation which shall be considered by the agency. All vendors must be registered in the System for Award Management (SAM) prior to an award of a federal contract. The website is: www.sam.gov. The Government will review any/all capabilities statements and pricing information submitted and determine if other qualified sources do exist that could provide this requirement. Information received in response to this announcement will be used solely for the purpose of determining whether to conduct a competitive procurement for these services in the future. If no affirmative responses are received within 2 days, negotiations will be conducted with the University of California, San Francisco, as the only source and a contract will be issued without any additional notices being posted.
