- PLEASE READ THIS NOTICE CAREFULLY AS IT CONSTITUTES THE ONLY NOTICE THAT WILL BE ISSUED. The U.S. Secret Service (USSS) intends to negotiate a sole source, fixed price contract, in accordance with Federal Acquisition Regulation (FAR) Subpart 6.302-1, Only one responsible source and no other supplies or services will satisfy agency requirements, 10 U.S.C. 2304 (c) (1), with ANSI-ASQ National Accreditation Board/ACLASS, 500 Montgomery Street, Suite 625 Alexandria, VA 22314. The USSS intends to negotiate on a sole source basis with ANSI-ASQ National Accreditation Board (ACLASS). ACLASS will provide accreditation services that will assist the USSS in obtaining the ISO 17025 accreditation. This accreditation will help to ensure that the laboratory maintains optimized analytical, quality and management systems. Unique to USSS requirements for accreditation is the need for SECRET level security clearances, flexible-scope accreditation, and identity exclusion to 3rd party views. Of the eight signatory members of International Lab Accreditation Cooperation, only ANSI-ASQ National Accreditation Board/ACLASS meets all requirements. This notice of intent is not a request for competitive proposals. No formal solicitation package is available. The Government will not be responsible for any cost incurred in responding to this notice. This notice will be distributed solely through the General Services Administration's Federal Business Opportunities (FBO) Website (www.fedbizopps.gov). Interested parties are responsible for monitoring the FBO site to ensure they have the most up-to-date information about this acquisition. This notice of intent is not a request for competitive quotations; however, interested parties may identify their interests and capability to respond to this requirement or submit proposals to this office by 10:00 am, ET, Tuesday, September 10, 2013, by email to the attention of Kim Spangler, Contracting Officer, at kimberly.spangler@usss.dhs.gov. Information received will be considered solely for the purpose of determining whether or not to conduct a competitive procurement. Telephone requests will not be considered. A determination by the Government not to compete this proposed contract based upon response to this notice is solely within the discretion of the Government.
