Description
This solicitation, M67004-13-Q-9057, is for the awarding of a competitive Basic Ordering Agreement and Task Order 1for Industrial Hygiene Surveys. Only one award will be made to the successful offeror that meets the requirements of both the Basic Ordering Agreement and Task Order 1. The resultant Basic Ordering Agreement and Task Order 1 shall be executed in accordance with FAR 16.703. The resultant Basic Ordering Agreement shall be for a period of five (5) years and of an amount not to exceed $1,000,000.00. In order to meet the requirements of the Basic Ordering Agreement a contractor shall provide objective evidence of its prior experience and past performance history in performing industrial hygiene surveys. Blount Island Command is looking for a firm that can provide a wide variety of industrial hygiene services designed to identify, evaluate, and control unhealthful exposures to chemical and physical stressors in industrial, office, and outdoor environments. It is anticipated that the majority of the work will be focused on noise surveys, welding surveys, and carbon monoxide testing because of running vehicles in buildings. Contractor's staff members shall have experiential knowledge in performing surveys designed to determine personal exposures to physical agents such as noise, extreme air temperatures, relative humidity, and illumination. After being determined capable of providing the specific type of industrial hygiene surveys stated herein, the contractor shall be evaluated on its firm fixed price to perform Task Order 1 and its proposed method for establishing prices to be paid for the services rendered under the Basic Ordering Agreement. Task Order 1 shall require the contractor to provide Industrial Hygiene (IH) survey for noise and airborne contaminates in five government buildings. Building 350 (Maintenance Building) consisting of 302,515 square feet occupied by an estimated 170 workers, Building 351 (Communications Building) consisting of 36,000 square feet occupied by an estimated 38 workers, Building 358 (new wash rack facility) consisting of 48,202 square feet occupied by an estimated 2 workers, Building 390 (Maintenance Building) consisting of 19,600 square feet occupied by an estimated 21 workers, and Building 400 (Equipment Repair Building) consisting of 4,480 square feet occupied by an estimated 13 workers. The Performance Work Statement that pertains to Task Order 1 is attached. Site Visit (Apr 1984) Offerors or quoters are urged and expected to inspect the site where services are to be performed and to satisfy themselves regarding all general and local conditions that may affect the cost of contract performance, to the extent that the information is reasonably obtainable. In no event shall failure to inspect the site constitute grounds for a claim after contract award. (End of Provision) Notification of Site Visit: A site visit for this solicitation is hereby scheduled for Monday, Sep 9, 2013 at 0900 hours (EDT). All firms attending the site visit shall notify Dennis Lisbon and JoAnna Lovett-Black via email at dennis.lisbon.ctr@bic.usmc.mil and joanna.lovett-black@bic.usmc.mil by 1300 hours (EDT) on Friday, Sep 6, 2013 in order to obtain base access. All attendees shall arrive at Blount Island Command at least thirty minutes before the scheduled site visit in order to allow sufficient time for base access processing and entry. Attendees are to meet with Jeff Churchill, safety Officer, in Bldg 100 of the Installation Management Office for the site visit. In order to allow sufficient time for firms to attend the site visit, receipt of offers for this solicitation is hereby extended until 1300 (EDT) on Tuesday, Sep 10, 2013.
