- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. PURPOSE: The purpose of this Combined Synopsis / Solicitation is to solicit a Request for Quotation (RFQ) for the following Government requirement: Maintenance, Repair and Replacement of CISA Electronic Card Locks METHOD OF CONTRACTING AND AWARD: The method of contracting will be REQUEST FOR QUOTATION (RFQ), Lowest Price. The Government intends to establish a single-award Blanket Purchase Agreement (BPA) with one Firm for the procurement of the services listed above in support of the United States Army Garrison-Vicenza. Award will be made to a single offeror on the basis of the lowest evaluated price of quote meeting the Government requirement. The Government intends to make a single award; therefore, offers must be submitted for all the line items indicated in the solicitation. No award will be made for less than the full requirements shown in the solicitation. Any offeror offering less than all of the solicitation requirements may be precluded from consideration for award if the Contracting Officer elects to make an award without opening discussions. The Government intends to evaluate quotes and award a Blanket Purchase Agreement (BPA) without discussion with offerors. Therefore, the offeror's initial quote should contain the offeror's best terms from a price standpoint. The Government reserves the right to conduct discussions if the Contracting Officer later determines them to be necessary. TYPE OF BPA: The resulting BPA will be a Firm Fixed Price. TERMS AND CONDITIONS 1. DESCRIPTION: The services required are: - Repair of internal/external lock - Replacement of internal/external lock - Replacement of encoder wave lock - Replacement of mechanical lock - Replacement of door handle - Replacement of encoder wave transponder - Emergency calls after duty hours Type of CISA Locks: model 44620.35.0.20 Ingersol Rand; model 5A502-60. The contractor shall provide all personnel, labor, vehicles, tools, materials, equipment and qualified personnel necessary to maintain, repair or replace electronic locks installed in the US Military Facilities listed below. 2. EXTENT OF OBLIGATION: The Government will be obligated under the BPA only to the extent of authorized Calls actually placed by the Contracting Officer or an appointed ordering officer. Nothing in the agreement will bind the Government to place Calls with the BPA Firm. The agreement may be cancelled at any time by either party upon 30-day written notice. 3. PERIOD OF PERFORMANCE / LOCATION: The services are required for a maximum of three years after date of award. Award is anticipated to be 15 October 2013.The place of performance is Vicenza, Italy, in the following facilities: Camp Ederle, ASP7, Longare, and Villaggio, Torri Warehouse and Lerino (Vicenza), Italy. 4. PRICING: Firms are requested to complete each element of the attached Enclosure 1 quote mark Pricing Book quote mark. The Firms shall present the most competitive sales prices, including maximum discounts. The Firm's prices shall be as low as, or lower, than those charged to the Firm's most favored Customer. For award purposes, the Contracting Officer will evaluate quotes by totaling the prices for all Items in the Pricing Book. Offerors should submit quotes in response to this solicitation in EURO. Offers submitted in currencies other than EURO may not be considered and shall be rejected. 5. PURCHASE LIMITATION: Individual Calls placed under this agreement by a duly appointed BPA Caller shall not exceed 30.000,00 EUR. Individual Calls placed under this agreement placed by a Contracting Officer shall not exceed 50.000,00 EUR. 6. INDIVIDUALS AUTHORIZED TO PURCHASE UNDER THE BPA: The Contracting Officer shall provide the contractor a list of individuals authorized to place Calls under this agreement. 7. DELIVERY: All services under this agreement shall be delivered as specified on each individual BPA Call issued within 5 business days of the issuance of the Call. 8. DELIVERY TICKETS: All services under this agreement shall be accompanied by delivery tickets or sales slips that shall contain the following minimum information: a. Name of contractor performing services b. BPA number c. Date of purchase d. Itemized list of services furnished e. Quantity, unit price, and extension of each item, less applicable discounts f. Date of performance of services 9. INVOICES: An itemized invoice shall be submitted at least monthly or upon expiration of this BPA, whichever occurs first, for all deliveries made during a billing period and for which payment has not been received. These invoices need not be supported by copies of delivery tickets. All invoices shall be submitted in accordance with Wide Area Workflow instructions in DFARS 252.232-7003, Electronic Submission of Payment Requests and Receiving Reports (MAR 2008) (10 U.S.C. 2227).
