- The Department of Veteran Affairs intends to solicit for an pathologist with expertise in Clinical Pathology for professional oversight and guidance as the Laboratory Director to each of the sections in P&LMS at the VA Medical Center, Battle Creek, Michigan, and its supporting Community Based Outpatient Clinics (CBOC) located in Grand Rapids, MI; Benton Harbor, MI; and Muskegon, MI; as well as the Grand Rapids Health Care for Homeless Veterans. Contract services will include 8 hours per month on-site at the VAMC Battle Creek and 2 visits per year to the laboratory at the Grand Rapids Community Based Outpatient Clinic. The result of this solicitation will be a Firm Fixed Priced contract from the date of contract award to September 30 with 4 option years. This acquisition will use the streamlined acquisition process as provided by FAR Part 15, Contract by Negotiation. This procurement is anticipated to provide a single award to the quote providing the best value to the Veteran Affairs (VA). Major duties to perform: Review for acceptability/approval and sign proficiency testing, calibration verification and linearity testing for all tests. Makes recommendations to the Chief, Ancillary Services to ensure P&LMS and GRCBOC laboratories maintain a 90% acceptable proficiency testing status. Participate in CAP peer facility inspection when appropriate and requested. Recommend the use of new laboratory instrumentation as appropriate for workload and necessity. Review for acceptability/approval and sign method performance, correlation and reference range studies for all tests. Assist in the development of quality management program, annually, in coordination with the Clinical Laboratory Manager. Review for acceptability/approval and sign the effectiveness of the P&LMS quality management plan, annually. Review for acceptability/approval and sign or delegates supervisory personnel the responsibility to review quality control records for monitoring analytical performance. Provide oversight for and is present during CAP inspections, TJC surveys, FDA inspections and VA surveys and reviews, when requested. At least biennially, review for acceptability/approval and sign P&LMS Service Guidelines and P&LMS Procedure Manuals. Review for acceptability/approval and sign all new P&LMS guidelines/procedures and safety guidelines/procedures, before implementation. At least biennially, review for acceptability/approval and sign content and format of paper and electronic patient reports. Provide technical and professional education; including in-service training of personnel when needed for continuing educational purposes. Participate as a member of the Tissue Tumor Review Committee, quarterly or as needed. Participate as a member of the Blood Usage Review Committee, quarterly or as needed. Interpret test results and provides consultation to medical providers when called upon. Provide suggestions for corrective actions to be taken, if an employee fails to demonstrate satisfactory performance on the competency assessment, when requested. Assess usability of chemical spill kit annually, if no expiration date is assigned. Provide input to Chief, Ancillary Services for technical competency evaluation of the Clinical Laboratory Manager. Pathologist shall be available throughout the month via telephone and/or e-mail for emergency consultation, 24 hours/day, and seven days/week.
