- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6 as supplemented with additional information in this notice. This announcement constitutes the ONLY solicitation and no other solicitation document will be issued. This solicitation is issued as a Request for Quote number HSCG44-13-Q-PC2287. This number is for tracking purposes only. Solicitation documents and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-66. This procurement will be processed in accordance with FAR Parts 12. The North American Industry Classification System (NAICS) is 541519. The Small Business Administration (SBA) size standard is $25.5 million. This is NOT a Small Business Set-Aside, due to this acquisition being a Brand Name Service Procurement. The Brand of Service is F5. It is not anticipated that there will be two (2) or more qualified Small Business Concerns to provide pricing for this requirement in accordance with FAR 19.502(a). The USCG Command, Control and Communications Engineering Center (C3CEN) located in Portsmouth, Virginia intend to award a Firm Fixed Price (FFP) Order Contract for F5 Consulting Services for installation and configuration of F5 equipment to support SAROPS Network Architecture per Schedule B. The Period of Performance (POP) is 30 September 2013 through 30 August 2014. The Coast Guard does not own nor can they obtain specifications, drawings, plans or other technical data for these services. Requests for specifications and drawings will be disregarded. *NOTE* The USCG/Government reserves the right to Award on an All or None Basis that is the Government may issue a Purchase Order (PO) to the Offeror that submits the Lowest aggregate price rather than issue a Purchase Order to each Offeror on the basis of the lowest Quotation on each item. *PLEASE NOTE* Interested Offeror's are to provide Firm Fixed Price Proposals in accordance with the Schedule B by 16 September 2013 @ 7:00AM EST. Firm Fixed Price Proposals may be submitted on company letterhead stationery and must include the following information: (1) Cost Breakdown, (2) Unit Price, (3) Extended Price, (4) Total Price, (5) Payment Terms, (6) Discount offered for prompt payment, (7) Company DUNS and Cage Code. Line Item 2: Eighty (80) hours of: Consulting, Standard, Hourly Monday through Friday 8:00 am to 6:00 pm Line Item 3: Four (4) each of: Travel and Expenses (if applicable) Period of Performance: Start: 30 September 2013 End: 30 April 2014 Email quotes to the POC Viki Frey, Contract Specialist, Viki.Frey@uscg.mil. STATEMENT OF WORK (SOW) Purpose: To obtain consulting services for F5 equipment. Product/Service: 80 hours of F5 consultation service for installation and configuration of F5 network load balancing equipment. Description: The F5 consulting service will provide onsite technical support to install and configure F5 equipment and software for the SAROPS project. Below lists detailed description of services. • Design and planning - Minimize deployment risks by partnering with F5 consultants to design an optimal network architecture and create a comprehensive deployment plan to put that architecture into production. • Implementation - Ensure that your F5 product is installed and running as efficiently as possible with the help of an F5 consultant. This service provides necessary design review, product orientation, and application fine-tuning. • Configuration optimization - Enhance the performance, health, and security of your F5 investment with configuration optimization services. F5 consultants can maximize your use of advanced product features, such as compression, caching, and traffic shaping as well as network performance and application tuning. • Application deployment - Gain the most from your applications with assistance from an F5 product expert during application deployment. An F5 consultant will review your goals, application architecture, and application delivery requirements to create a comprehensive deployment plan and assist in its implementation. • Design review and verification - Get an expert's opinion on your application delivery network architecture. F5 consultants study every aspect of your F5 device configuration and the surrounding network, making recommendations and observations relevant to helping you achieve your goals. • Custom scripting and application monitor development - Address your specific requirements with custom scripting and application monitor development solutions for complex monitors, iRules, iControl, and other automated tasks that target and dynamically change key features according to network, traffic, and device conditions. Delivery Method: F5 technical support personnel will travel to CG location specified by USCG-SAROPS staff to perform onsite installation/configuration of F5 equipment. The hours of operation onsite will be Monday through Friday from 0800-1600. Date of Delivery: Within 1 year of award date. This is an on call service and scheduled by USCG-SAROPS staff when/as needed. We will use F5 consulting service (80 hours) within 1 year of award date. TRAVEL REIMBURSEMENTS: All Contractor Travel and Invoicing for associated Travel shall be in accordance with the Joint Federal Travel Regulations (JFTR). The Government will reimburse the Contractor on the basis of actual cost as stated in accordance with FAR 52.212-4 Alt-1. In accordance with JFTR Part B: Per Diem Allowance, The Per Diem rate is determined based on the Location. Agency and Contracting Activity: U.S. Coast Guard Command, Control and Communications Engineering Center (C3CEN), 4000 Coast Guard Blvd, Portsmouth, VA 23703 2. Nature and/or description of the action being approved: Search and Rescue Optimal Planning System (SAROPS) is the Coast Guard's Mission Essential Application for use as a Search and Rescue tool. The new version of the system, SAROPS 1.4 has been deployed. We have obtained F5 hardware, software and services to manage network load balancing to improve user experience. We have procured consulting hours to help us configure the equipment and need additional consulting services to help setup and configure F5 equipment at the remaining Coast Guard locations. 3. Description of supplies or services required to meet the agency's needs (including the estimated value): The proposed acquisition consists of the following: 1. CS-USCG-Consulting Standard Hourly; Monday through Friday, 8:00 AM - 6:00 PM COO USA, Part Number: A5979920 2. CS-USCG-Consulting Travel and Expenses per Unit, Part Number: A7042109 Estimated Value for all items: $25,000.00 4. An Identification of the statutory authority permitting other than Full and Open Competition: FAR 6.302-1 only one responsible source and no other supplies or services will satisfy agency requirements. 5. A Demonstration that the proposed contractor's unique qualifications or the nature of the acquisition requires use of the authority cited. F5 Customer Engineers are factory trained specifically to test and service components and parts associated with C3CEN's Search and Rescue Optimal Planning System (SARPOS). 6. Description of efforts made to ensure that offers are solicited from as many potential sources as is practicable, including whether a notice was or will be publicized as required by Subpart 5.2 and, if not, which exception under FAR 5.202 applies: A Brand Name Service RFQ will be posted to the GPE (FedBizOps) inviting any authorized F5 Consulting Contractor that can provide the services as described to provide a quotation. 7. Determination by the Contracting Officer that the anticipated cost to the government will be fair and reasonable: Price will be determined fair and reasonable based on comparison of previous purchases for the same service requirement. 8. Description of Market Research conducted (see Part 10) and the results or a statement of the reason market research was not conducted: Market Research was conducted and we have obtained three (3) quotes from different vendors. 9. Any other facts supporting the use of other than full and open competition: None at this time. 10. Listing of sources, if any, that expressed, in writing, an interest in the acquisition: None at this time. 11. Statement of actions, if any, the agency may take to remove or overcome any barriers to competition before any subsequent acquisitions for supplies or services required: None at this time. 12.
