- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The solicitation number is 3030072 and the solicitation is issued as a pre-solicitation notice of intent to award a non-competitive order to Darwin Chamber Company, 2945 Washington Avenue, St. Louis, MO, 63103. This acquisition is for commercial item and is conducted under the authority of the FAR Subpart 13.5-Test Program for Certain Commercial Items, section 4202 of the Clinger-Cohen Act of 1966) and the statutory authority: (1) FAR 6.302-1-Only one responsible source and no other supplies or services will satisfy agency requirements 41 U.S.C. 253 (c) (1). This solicitation document and incorporated provision and clauses are those in effect through Federal Acquisition Circular 2005-69 dated August 1, 2013. There are no set-aside restrictions, the associated NAICS code 334516 and the small business size standard 500 employees. This acquisition is being conducted in accordance with the procedures of FAR Part 13-Simplified Acquisition Procedures, FAR Subpart 13.5-Test Program for Certain Commercial Items, and FAR Part 12-Acquisition of Commercial Items. The National Institute on Neurological Disorders and Stroke (NINDS) has a requirement for Two (2) Environmental Chambers capable of temperature, light, and humidity control. The dendrite morphogenesis and plasticity unit at NINDS studies effects of experience and activity on neural development using Drosophila as the model system. NINDS need two environmental controlled chambers, with different temperature settings, for Drosophila culture used in NINDS experiments and for maintaining live fly stocks. The way NINDS manipulate the activity or visual experience in Drosophila larvae is to change the light exposure, duration, intensity and wavelength during development. To achieve meaningful and consistent results, the growth and maintenance conditions of the animals NINDS are testing, including light, temperature, population density and humidity, need to tightly controlled, which requires insect growth chambers designed for this purpose. NINDS have over a thousand fly lines to maintain and test routinely. Regular reach-in incubators will not meet NINDS needs due to its small capacity. Besides the excellent track record of the Darwin Chambers Company in building insect growth chambers for researchers using Drosophila as their model organism, they also provided the only system available on the market that meets NINDS required specifications. The Darwin Chambers Precision Fluid Temperature Control Unit (PFTCU) is an indirect cooling system utilizing a combination of refrigeration technologies, propylene glycol/water heat exchange technologies, and the latest temperature control methods to outperform conventional refrigeration systems in environmental chamber applications. FAR Clause 52.212-1, Instructions to Offerors Commercial Items, applies to this acquisition. In addition, FAR Clause at 52.212-2, Evaluation Criteria Commercial Items also applies. You must include a completed copy of the provision at FAR Clause 52.212-3, Offer Representations and Certifications-Commercial Items, with your offer. FAR Clauses 52.212-4, Contract Terms and Conditions-Commercial Items, and FAR Clause 52.212-5, Contract Terms and Conditions Required to Implement Statues or Executive Orders-Commercial Items, apply to this acquisition. The Defense Priorities and Allocations System (DPAS) is not applicable to this requirement. This synopsis is not a request for competitive proposals. However, interested parties may identify their interest and capability to respond to this notice. Response to this notice shall contain sufficient information to establish the interested parties' bona-fide capabilities for fulfilling the requirement and include: unit price, list price, shipping and handling costs, the delivery period after contract award, the prompt payment discount terms, the F.O.B. Point (Destination or Origin), the Dun & Bradstreet Number (DUNS), the Taxpayer Identification Number (TIN), and the certification of business size. All offerors must have an active registration in the System for Award Management (SAM) www.sam.gov." A determination by the Government not to compete the proposed contract based upon responses to this notice is solely within the discretion of the Government. The information received will normally be considered solely for the purposes of determining whether to proceed on a non-competitive basis or to conduct a competitive procurement.
