Description
The Naval Sea Systems Command intends to issue Request for Proposal (RFP) number N00024-13-R-2409 to Huntington Ingalls Incorporated (Ingalls Shipbuilding), 1000 Access Road, Pascagoula, MS 39568, and General Dynamics NASSCO, 2798 Harbor Drive, San Diego, CA 92113, for early industry involvement, design engineering services, and special studies for the LX(R) Amphibious Ship Replacement. The Contractor(s) will be required to perform in support of the LX(R) Analysis of Alternatives (AoA). The focus is on affordability for ship design and construction and Total Ownership Cost. It is important to obtain shipbuilding industry participation to better understand the major cost drivers, discover cost reduction / avoidance opportunities, and refine the AoA cost estimates. For the requirements synopsized herein, Ingalls Shipbuilding and GD NASSCO are the only U.S. shipyards with requisite facilities and resources to design and subsequently construct a ship the size of a large deck amphibious ship. The contracts will be awarded without full and open competition pursuant to 10 U.S.C. 2304(c)(1), only one responsible source or a limited number of responsible sources and no other type of supplies or services will satisfy the agency requirements. Companies interested in subcontracting opportunities should contact Ingalls Shipbuilding or GD NASSCO directly. This pre-solicitation notice is being posted to both the Federal Business Opportunities (FBO) page located at http://www.fbo.gov and the Navy Electronic Commerce on Line (NECO) site located at https://www.neco.navy.mil. While it is understood that FBO is the single point of entry for posting of synopsis and solicitations to the internet, NECO is the alternative in case FBO is unavailable. Please feel free to use either site to access information posted by the Naval Sea Systems Command.
