Description
DRAFT Schedule DRAFT Contract Data Requirements Lists (CDRLs) DRAFT Statement of Work (SOW) CWTS Draft Request for Proposal (RFP) Letter The Naval Air Systems Command (NAVAIR) intends to conduct a full and open competition in accordance with FAR 6.102(b) for the procurement of a Non-Developmental Item (NDI) upgrade to gunner and troop seats, (along with the Non-Recurring Engineering (NRE) for any integration of hardware) herein referred to as the Crashworthy Troop Seat (CWTS) program for the MH-60S platform. Any CWTS contract awarded as a result of this full and open competition will contain firm fixed price line items for the delivery of NRE and test assets, initial (IOC), production units with the technical data, and option line items for additional production quantities. The Contractor shall comply with all Naval Air Station (NAS) Patuxent River, Maryland security requirements for access to the base and flight line. These include, but are not limited to, submittal of visit requests, vetted background checks, and limited or no access for foreign nationals. Foreign Nationals are prohibited from entry to the restricted area which includes the hangar, squadron facilities, aircraft, and flight line. The following CWTS procurement milestones with notional completion dates are provided: DRAFT request for proposal (RFP) posted to Federal Business Opportunities, (fedbizops), website located at https://www.fbo.gov/ - 6 September 2013; and due date for Question Submittal - 27 September 2013. An industry day/site visit is anticipated. For any resultant industry day/site visit, a separate letter will be provided and loaded to Fedbizops delineating details for participation from interested vendors. Subsequent modifications to this synopsis and final RFP will be posted to fedbizops. Firms interested in competing for the CWTS effort should contact Ms. Amy Lankford at amy.lankford@navy.mil. Interested firms should continue to monitor fedbizop's for posting of the RFP. This synopsis IS NOT A REQUEST FOR PROPOSAL (RFP) nor does it restrict the Government in determining or planning its acquisition approach. The Government will not reimburse interested sources for any costs incurred in preparation of a response to this notice. Information provided herein is subject to change and in no way binds the Government to solicit for or award a contract. If a solicitation is released it will be posted in fedbizopps (http://www.fedbizopps.gov). It is the potential Offeror's responsibility to monitor this site for the release of any solicitation or synopsis.
