- In accordance with FAR Part 6.302-1 Only one responsible source and no other supplies or services will satisfy agency requirements, GSA intends to award the following task. GSA seeks capability statements from vendors who can perform the following task. DRAFT Statement of Work Background Webster School, a 27,000 square foot former public school at 940 H Street, NW, Washington, DC, was purchased by GSA on behalf of the US Secret Service (USSS) in 2002. It was acquired to provide a security buffer for the then new USSS HQ next door. At the time GSA acquired the building, USSS signed a Memorandum of Understanding with GSA indicating that USSS would seek funding for the rehabilitation of the building for future use, but only limited funding for maintenance has materialized. Since acquiring the building, using USSS funds, GSA has stabilized the structure, thereby saving it from collapse, installed a new roof, and mothballed it. During this period, it was determined to be eligible for listing on the National Register of Historic Places, and the DC Historic Preservation Review Board designated it a local historic landmark. Since becoming part of the Department of Homeland Security (DHS), USSS has asked only once for funding to restore the site and reuse it. They were turned down. GSA charges them a nominal rent of approximately $47,000 per annum, and building operating costs amount to no more than $18,000 per annum. Project Objectives 1GSA seeks a comprehensive written report that evaluates the disposition potential for the Webster School. Services required will fall under the following categories for the Webster School: -Market Potential -Development Strategies -Land Use Planning & Design -Strategy Implementation These objectives must be accomplished while complying with GSA's "Good Neighbor" policy (http://www.gsa.gov/graphics/pbs/gn_policy.pdf), which requires GSA to conform to local planning and zoning goals, including Floor Area Ratio (FAR) and height limitations. Responsible sources that believe they possess the expertise and capabilities identified above are hereby afforded the opportunity to submit to the Contracting Officer within 15 days from the posting date of this notice, their written capabilities statement and pricing information in the format they choose. Please forward product and pricing information, referencing the announcement number, to email adam.carlson@gsa.gov. All vendors must be registered in the System for Award Management (SAM) at www.sam.gov, prior to an award of a federal contract. This is not a Request for Proposals; however, the Government will review any/all product, capabilities, and pricing information submitted and determine if other qualified sources do exist that could provide this requirement. Information received in response will be used solely for the purpose of determining whether to conduct a competitive procurement.
