Description

OBJECTIVE: The ten acre Inactive Landfill No. 2 (IAL2) is subject to institutional controls in accordance with a Comprehensive Environmental Response, Compensation, and Liability Act (CERCLA) Decision Document (U.S. Army, 1998) along with the engineering control of a perimeter fence that encloses approximately 20 acres including the 10-acre IAL2. The fence is inspected periodically and any damage repaired as necessary. The object of this contract action is to clear vegetation from the fence so it can be more easily inspected, and repair the fence as recommended in the last inspection report and detailed within the scope of work. Because military munitions have been found in this area of Ft. Meade, the support of a UXO technician will be required for anomaly avoidance purposes during vegetation removal and fence repair. The Contractor shall prepare Work Plan documents in accordance with EP 75-1-2, DID OE-005-01.01, and applicable parts of EM 1110-1-4009. The work plan shall include a Project Management Plan (PMP); a Project Work Plan (PWP) which shall include a Site Specific Safety and Health Plan, Accident Prevention Plan, and a work-specific Quality Assurance Project Plan. Assume approximately 4,100 linear feet of fence requires vegetation clearing/removal. Assume 60-linear feet to be repaired along the fence line to include link damage and gaps in chain link fencing.
