Description
The Syracuse VA Medical Center (hereafter "The VA" or "VA") has a requirement to procure all necessary equipment, labor and materials, supervision / management and costs to provide snow plowing and de-icing of the parking lots, access roads, and driveways at the Rome Community Based Outpatient Clinic (CBOC) for the Winter-season from first snow fall to the last one. The Rome CBOC is located at 125 Brookley Road, Building 510 in the Griffiss Business Park (on former Griffiss Air Force Base), Rome, NY 13441. Brookley Road is off route 825, which runs North from Route 49, East of downtown Rome, NY. The work includes but is not limited to the following: Contractor will provide snow plowing and de-icing of parking lots, driveways and access roads by 6 A.M. (06:00 EST) on days the Rome CBOC is scheduled to be open. The Clinic is open Monday through Friday, except for federal holidays which are detailed at the end of this Scope of work. The Clinic is also scheduled to be open for six (6) Saturdays during the Winter season. The Contracting Officer's Representative (COR) will inform the Contractor 10 business-days prior to a Saturday the Clinic will be open. The Contractor will provide all de-icing materials necessary to keep the parking lots free from snow and ice. It is the preference of the City of Rome to not use sand within city limits. When three (3) inches or more snow falls at the Clinic site the Contractor will provide adequate snow plowing and de-icing to effectively keep their parking lots and drives clear from 6 A.M. to 6 P.M (06:00-18:00 EST). The authorized VA representative may contact the Contractor to provide notification of needed snow plowing and de-icing service. Upon receiving notification the Contractor will respond within 1-hour and continuously provide the necessary manpower, equipment and materials to complete service as required in this contract. Nothing in this contract prohibits the Contactor from directly contacting the authorized VA representative so as to coordinate snow plowing and de-icing. Contractor is expected to be knowledgeable about accurately forecasting need for services and doing an excellent job for the VA. The Contractor must be able to provide a wheeled pay loader to remove accumulated from the parking lots, access roads, and driveways. This service may be provided at an hourly rate, but will be used only if needed. The VA representative will authorize the Contractor to provide this additional service. Billing for the wheeled pay loader work will be invoiced as an extra service on their regular invoice. The VA intends to release this as a competitive Request for Quotation (RFQ) on or about the week of September 19th. The applicable NAICS code for this project is 561790, Other Services to Buildings and Dwellings. Unless additional notice is given or this notice is modified, the full RFQ will be posted to the Government-wide Point of Entry (www.fbo.gov). This is a presolicitation notice synopsizing an upcoming competitive solicitation to satisfy the requirements of FAR 5.201 and 5.203. Responses to this Sources Sought Notice should be able to demonstrate the firm's ability, capability, and responsibility to deliver the service listed above. Responses should include the following information: Business name, address, DUNS number, business size and Socioeconomic Category (HUBZone, 8(a), Service Disabled Veteran-Owned Small Business, Veteran-Owned Small Business, Small Business, Large Business, etc.), and point of contact to include e-mail address and telephone number. Interested parties must furnish supporting evidence in sufficient detail to demonstrate the ability to provide the requirements shown above. All offerors must be registered in the System for Award Management (SAM) prior to any contract award action.
