- The Department of Veterans Affairs NETWORK Contracting Office 15 is seeking potential vendors for the purchase of a non-contact specular microscope. Location: Department of Veterans Affairs Columbia VAMC, 800 Hospital Drive, BLDG D218 Columbia, MO 65201-5275. If you can meet all of the requirements for this purchase, please respond to this sources sought by emailing Josie Manderscheid at josie.manderscheid@va.gov. Responses must be received no later than 12:00 P.M. Central Standard Time, on September 9, 2013. The following information is required: 1. Data Universal Numbering System (DUNS) & Commercial and Government Entity (CAGE) (This information can be obtained from your Central Contractor Registration). 2. Name of firm w/address, phone and email address of point of contact. 3. State if your company is a certified 8(a), Small Disadvantaged Business, Hub Zone Small Business, or Service-Disabled Veteran Owned Small Business. 4. Provide product brochures that demonstrate that your product can meet the requirements for this purchase. No telephone responses will be accepted. Statement of Requirements Non-Contact Specular Microscope Purpose: The Non-Contact Specular Microscope a camera that is able to image the inner surface of the cornea (the clear watch crystal-like structure that covers the front of the eye) and count and analyze the single layer of cells call endothelium. The endothelial layer is very fragile and cannot repair itself or replace lost or damaged cells. Therefore it is essential to monitor the status of the endothelium prior to surgical intervention or during any disease process that may affect this layer of the cornea (such as Fuchs' Dystrophy). This is done with a non-contact camera that is able to focus on the inner surface of the cornea. Scope of Work: This instrument is used on a daily basis to evaluate patients with corneal diseases and patients who are being prepared for surgery. The camera does not have to touch the surface of the eye and it runs off of wall current. It must be able to send data/images to VISTA by the use of DICOM software. It must have internal software to analyze the cellular mosaic and store information for future comparison. Location of Work: This testing is done in the eye clinic and the instrument should be mounted to a movable table. Delivery Schedule: Installation should take one day. Applicable Standards: "Must be a non-contact instrument. "Must have analysis software included. "Must be DICOM compatible and be able to send images to Vista Imaging. "Must run off of wall current. "Photography method must be non-contact, auto-alignment, auto-focus, auto-capture and auto cell count. "Photographic field must be 0.1 mm squared. "Measuring accuracy of corneal thickness should be plus or minus 10 microns or better. "Must have approx. 19 inch touch screen monitor and computer "Must produce location specific data samples. "Must offer at least 5 fixation points for image capture. Acceptance Criteria: The Chief of Eye Acceptance Services will inspect the equipment to determine medical suitability and Bio Med electrical suitability. Miscellaneous: The C&A requirements do not apply, and a Security Accreditation Package is not required
