Description
THIS IS A SOURCES SOUGHT NOTICE REPRESENTING A MARKET SURVEY AND IS NOT A REQUEST FOR PROPOSALS, PROPOSAL ABSTRACTS, QUOTATIONS, OR INVITATION FOR BIDS. NO AWARD WILL RESULT FROM THIS NOTICE. The United States Air Force (USAF) is conducting a MARKET SURVEY for Full and Open Competition to determine the availability and capability of businesses capable of making emergency repairs to the High Voltage Distribution Systems at Kirtland Air Force Base (KAFB), New Mexico. The operating voltages for the Kirtland Air Force Base are 115 kilovolts (kV), 46 kV, 12.47/7.2 kV, and 4.16/2.4 kV. The KAFB operates approximately nineteen electrical substations, approximately two hundred (200) miles of circuit linear feet (clf) of conductor rated at 115 kV, 46 kV, 12.47 kV, and 4.16kV. The purpose of the High Voltage Emergency Repairs Services is to provide Emergency maintenance and repair of equipment generally defined as: Making Emergency repairs to High Voltage conductors (underground conductor insulation type XLP, and EPR; overhead conductor type ACSR, and AAAC), wooden transmission and distribution poles, crossarms with braces, insulators, URD conductor splices, URD conductor terminations, replacing overhead distribution transformers, pad mount transformers, gang operated air break switches, padmount switching cubicles, padmount junction boxes,. Contractor is to provide high voltage emergency repairs to the Department of Defense (DOD) USAF KAFB as needed. The North American industry Classification System (NAICS) Code is 238210 and the business size standard is $14.0 million dollars. It is the intent of the Air Force Nuclear Weapons Center to identify small businesses that can provide high voltage service to the 377th Civil Engineering Division MSG/CEOE Office of Exterior Electric Facilities in the event emergency repairs to the High Voltage Distribution systems are needed. However, this Sources Sought is a MARKET SURVEY for Full and Open Competition to determine the availability and capability of businesses capable of making emergency repairs to the High Voltage Distribution Systems at Kirtland Air Force Base (KAFB), New Mexico. The Contractor is responsible for repairs and/or replacement of High Voltage cables including XLP and EPR cables, splicing and testing of cable; for repairs and/or replacement of High Voltage overhead conductors ACSR and AAAC; repair equipment various sizes and style circuit breakers 2.4 kV to 46 kV, Assist KAFB /High Voltage group in trouble shooting of existing equipment, URD circuits, substation controls systems, electric revenue metering equipment, substation protection relays and MAS radio equipment. Critical Response Service shall include 4 hour response time for the specific events described below: a. Loss of underground 15KV feeder conductor on 12.47/7.2 kV and 4.16/2.4 kV. b. Loss of overhead conductor on 115 kV, 46 kV, 12.47/7.2 kV, and 4.16/2.4 kV. c. Loss of overhead and padmount distribution transformers, URD circuit junction boxes, URD switch cubicles and switchgear on distribution system. d. Loss of substation switchgear e. Loss of transmission or distribution poles with cross arms including hardware. POTENTIAL SOURCES SHALL PROVIDE THE FOLLOWING INFORMATION IN THEIR RESPONSE: The contractor must include the following in their Capability Statement: 1. Company name, address, phone number, e-mail address 2. NAICS Code an d certification of business size 3. Duns and Bradstreet Number (DUNS) 4. Staff expertise, including their availability, experience, and formal and other training 5. Current in-house capability and capacity to perform the work 6. Provide at least three, but not more than five prior completed projects of similar nature, references, and other related information, within the past three years. 7. Corporate experience and management capability The Capability Statement is limited to 25 pages in size and must reference Sources Sought Number KAFB2013HighVoltage. All responsible sources may submit a Capability Statement, which if timely received shall be considered by the agency. All Capability Statements are due no later than 1:00 PM MDT (Mountain Daylight Time), 20 September 2013. Capability Statements may be emailed to Gilbert Martinez, gilbert.martinez@kirtland.af.mil. The Government reserves the right to use information provided by respondents for any purpose deemed necessary and legally appropriate. Any organization responding to this notice should ensure that its response is complete and sufficiently detailed to allow the Government to determine the organization's qualifications to perform the work. Respondents are advised that the Government is under no obligation to acknowledge receipt of the information received or provide feedback to respondents with respect to any information submitted. After a review of the responses received, a pre-solicitation synopsis and solicitation may be published on the Federal Business Opportunities website. However, responses to this notice will not be considered adequate responses to a solicitation. No Proprietary, classified, confidential, or sensitive information should be included in your response. The Government reserves the right to use any non-proprietary technical information in any resultant solicitation(s).
