Amendment 4 C/B Veler Bilge Cleaning Amendment 2 Amendment 3 Amendment 5 Amendment 1 A. INTENT: The government requires cleaning of the entire bilge compartment in the bottom of the Crane Barge VELER. The barge is moored at the US Army Corps of Engineers Detroit Area office. B. LOCATION: All work on the VELER shall be performed at the following location: Detroit Area Office U.S. Army Corps of Engineers 6309 W. Jefferson Detroit, MI 48209 C. GENERAL REQUIREMENTS: Contractor is responsible for supplying all the necessary services, equipment, labor and materials to complete the herein described work in a professional and timely fashion. All work is to meet EPA and USCG standards. The barge will be listed to the stern so that all liquids will flow toward the back for collection. Contractor is responsible for all waste, including the transportation to and the disposal in the designated facility in accordance with all governmental laws, regulations, and orders. Contractor will perform the work within the working schedule and hours of the crew of the Crane Barge VELER. The schedule and hours are denoted below in Period of Performance. B. DETAILED REQUIREMENTS AND SALIENT CHARACTERISTICS: i. Protect all electrical systems within the work area from water with plastic sheeting. ii. Collect all oil-absorbing pads in bilge and dispose of in accordance with all governmental laws, regulations, and orders. iii. Clean all oil and dirt from the bilge using a combination of non-toxic, biodegradable degreaser and pressurized water. iv. Collect and remove of all waste and rinse water from the bilge. v. Dispose of all waste and rinse water in designated disposal facility in accordance with all governmental laws, regulations, and orders. COMMUNICATION: The Contractor shall coordinate work days with Corps Representative (POC) to ensure that USACE personnel will be present and that the barge on site. The Contractor shall remain in contact with the POC during the commencement of the work activities as to allow the POC to review the status of the work. Contractor shall immediately inform the Corps POC of problems that may affect the completion of the work per the schedule. INFORMATION PROVIDED BY THE GOVERNMENT: Barge inspection can be performed at the Detroit Area Office. Arrangements must be scheduled through the Detroit Area Office through Chris Lindman (313) 226-3856. Barge diagrams will be available as needed. COMMENCEMENT OF WORK: Work shall commence upon receipt of contract issue/notice to proceed (NTP). PERIOD OF PERFORMANCE: The Contractor shall perform all services indentified in the scope of work no later than 60 days after the notice to proceed. Contractor will perform the work mentioned above within the working schedule and hours of the crew of the Crane Barge VELER. The crew works Monday through Thursday from 0700 to 1730. SAFETY: The Contractor shall ensure that all services provided by the Contractor and/or their sub-contractors meet or exceed the COE Safety and Health Requirements Manual EM 385-1-1 dated 15 September 2008 and any applicable OSHA or USCG regulations.
