- THIS IS A SOURCES SOUGHT NOTICE. There is no solicitation available at this time. This Sources Sought Notice is published for market research purposes only. Naval Facilities Engineering and Expeditionary Warfare Center (NAVFAC EXWC) is seeking qualified Small Business sources to provide services for underwater and above water inspection, material condition assessment, structural engineering and design services for bridge structures at Navy and DoD installations worldwide. The work includes, but is not limited to topside and underwater bridges inspections in accordance with 23 CFR 650 Subpart C, the National Bridge Inspection Standards (NBIS) and 49 CFR 237, Federal Rail Administration (FRA) Bridge Safety Standards, bridge load capacity analysis and load rating in accordance with AASHTO and AREMA criteria, analysis of existing conditions and comparison to previous inspection reports; Design of bridges repairs, including plans and specifications, report preparation and cost estimates for bridge rehabilitation and the review of such documents produced by others in accordance with NAVFAC Criteria and the Navy Bridge Inspection Program (NBIP) Bridge Inspection and Reporting Guidelines. Projects under this contract shall be awarded on individual task orders. The scope of a given task order may vary or be a combination of initial, routine, special (interim), complex, damage (emergency), fracture critical, underwater or in-depth bridge inspections. The types of submittals may include bridge inspection reports, engineering alternatives and basis of repair/design reports, calculations, plans and specifications, cost estimates, safety plans, data submittals and technical review comments. Inspection report generation tools may include InspectTech and inspection documentation may include National Bridge Element descriptions as defined in the current AASHTO Guide Manual for Bridge Element Inspection. Additional products and services may include construction contract drawings using computer-aided design and drafting (CADD), per the A/E.C CADD Standard, and specifications produced in SPECSINTACT with Standard Generalized Markup Language (SGML) using the Unified Facilities Guide Specifications (UFGS); contract bid analyses; post construction award services (PCAS); Title II inspection services; engineering report review; management of bridge data and database population; procedures and guidelines reports; engineering calculations, static and dynamic structural analyses using finite element computer modeling; two and three-dimensional structure modeling and rendering; seismic vulnerability assessments, including use of finite element models and time history acceleration data for linear and/or nonlinear analyses of critical elements and development of retrofit schemes. In addition to the formats specified above, drawings and specification files may also be requested to be delivered in Adobe Acrobat Portable Data Format (PDF and 3D PDF) or a Building Information Modeling (BIM) format. Bridge facilities include, but are not limited to vehicular and pedestrian bridges, railroad trestles, culverts and water control structures or any similar structure. All topside and underwater bridge facility assessments will be performed under direct control and supervision of a registered professional engineer who shall ensure that all diving operations are performed in accordance with current U.S. Army Corps of Engineer EM 385-1-1 standards. US citizenship for all on-site personnel, including the requirement to pass a "Federal Law Enforcement Agency Background Screening Process" for access to Government sites is required. All personnel participating on the bridge Inspection team during field operations shall meet the qualification requirements found in "Navy Bridge Inspection Program Bridge Inspection and Reporting Guidelines". It should be well noted that personnel qualification requirements of the NBIP exceed those of the NBIS. A single award, indefinite delivery, indefinite quantity (IDIQ) type contract is anticipated, with task orders using Firm Fixed Price (FFP) contract pricing. Pricing information will be requested of the selected firm for each Task Order. The duration of the contract will be for one year from the date of an initial contract award (Base year), with four (4) additional one-year option periods. The aggregate value of all Task Orders issued under all contract(s) resulting from the solicitation shall not exceed $10,000,000.00. This is a combined value for all contracts for all years. The options may be exercised within the time frame specified in the resultant contract at the sole discretion of the Government. Estimated start date for this contract is October 2014. The IDIQ contract type minimum guarantee of $10,000 (per awardee) for the base year of the contract, will be satisfied either by the award of an initial Task Order per awardee or by multiple Task Orders with similar delivery schedules requiring the selected firm(s) to provide services with overlapping work/delivery dates. Individual Task Orders are expected to range, on average, between $50,000 and $250,000. Naval Facilities Engineering and Expeditionary Warfare Center (NAVFAC EXWC) is seeking qualified 8(a), historically underutilized business zone (HUBZone) small business, economically disadvantaged women owned small business (EDWOSB), women owned small business (WOSB), service-disabled veteran-owned small business (SDVOSB), and small business sources to provide bridge inspection engineering services at Navy and DoD installations worldwide. The applicable North American Industry Classification Code (NAICS) is 541330 "Engineering Services", which has a small business size standard of $14 Million for Engineering Services. Offerors shall have no less than five (5) years experience in providing this type of service. Only a brief statement of qualifications and capabilities (not to exceed five (5) pages) is requested at this time. At a minimum, provide the following information in your submittal: 1) Company name and include DUNS and Cage identification number; 2) Company point of contact, including address, phone and e-mail; 3) Identify the type of entity as registered in the CCR for NAICS Code 541330. Identify all that apply for the following business sizes: small business, 8(a), HUBZone, EDWOSB, WOSB, SDVOSB; and 4) Statement of qualifications and capabilities to include experience relative to this procurement, or any other information that clearly demonstrates the respondents capabilities, expertise and experience to perform the requirements including identification of any existing contract vehicles currently in place which may be used and fit the proposed contract scope. General marketing material may be included, but must fall within the (5) page submittal requirement. The Government will neither award a contract solely on the basis of this Sources Sought Synopsis nor will it reimburse the respondent for any costs associated with preparing or submitting a response to this notice. This sources sought synopsis does not constitute a Request for Quotation (RFQ), Request for Proposal (RFP), or an Invitation for Bid (IFB), nor does this issuance restrict the Government's acquisition approach. The Government reserves the right to reject in whole or in part any industry input as a result of this announcement. The Government recognizes that proprietary data may be a part of your submittal. If so, clearly mark such restricted or proprietary data and present it as an addendum to the non-restricted/non-proprietary information. All submittals received will be reviewed for informational purposes. NAVFAC EXWC reserves the right to independently verify all information submitted. Interested vendors are encouraged to identify themselves as such at the FedBizOpps website for purposes of furthering teaming arrangements and subcontracting opportunities. Submittals may be made individually or as a prospective team. Joint Ventures (JV) must submit JV approval from the Small Business Administration.
