Description
The National Institute on Drug Abuse (NIDA) Station Support/Simplified Acquisition (SS/SA) Branch, on behalf of the National Institute on Aging (NIA) intends to negotiate and award on a non-competitive basis purchase order to Boston Electronics Corporation, 91 Boylston Street, Brookline, MA 02445-7602 for the purchase a pulsed laser and single photon counter for a new experimental setup. The purpose of this order is to support NIA ongoing basic research (in the rat and mouse) conducted in the neural circuits and cognition unit (NCCU), with the goal of understanding the neural basis of cognitive function attention. The ongoing research project in the NCCU investigates the neural basis of cognitive functions by recording neuronal activity in rats and mice trained to perform various tasks to assess cognitive functions. The products to be purchased in this order provides the unique capability of recording neuronal activity in genetically identified neuronal population using light-by counting the fluorescent intensity of a genetically encoded calcium sensor. In order to measure the fluorescent intensity of the calcium sensor in behaving animals, the system requires high photon sensitivity and low background noise. Furthermore, a fast pulsed laser is needed to provide the excitation light source. Both the laser and the single photon counting system need to operate at pico-second temporal resolution. This project will be conducted in behaving mice. This novel technique has only recently been established and complements NIA existing neurophysiological recording method. Becker-Hickl Gmbh in Germany is the only company capable of setting up this technology, and Boston Electronics is their US distributor. No other vendor has products using similar technology that work in behaving animals. The acquisition is being conducted under simplified acquisition using FAR Part 13 procedures and exempt from the requirement of FAR Part 6, Competition Requirement. This notice of intent is not a request for competitive proposals. Interested parties may identify their interest and capabilities in response to this synopsis. The determination by the Government not to compete the proposed contract based upon responses to this notice is solely with the discretion of the Government.
