Description
The Department of Veterans Affairs, Network Contracting Office (NCO 21), intends to negotiate a sole source contract with Manalive Violence Prevention Programs to provide staff to both facilitate a fifty-two week Batterer Intervention Program while at the same time provide training for Veteran ex-offenders to become peer facilitators for the San Francisco VA Medical Center. The resulting contract will be for a base year plus four option years. This procurement is being conducted in accordance FAR 6.302-1, only one responsible source and no other supplies or services will satisfy the agency requirements. Contract is firm fixed price and the NAICS Code is 561320. This Notice of Intent is not a request for competitive proposals. No solicitations documents are available and telephone requests will not be honored. However, if a firm believes it can meet the requirements, it must furnish information about its services, as well as references from other customers who are using these services, to the Contracting Officer by 2:00 PM PST on Monday, September 9, 2013. Supporting evidence must be furnished in sufficient detail to demonstrate the ability to comply with the above requirements including 1) a copy of the respondent's California State Certification as a Batterer Intervention Program (BIP), 2) a brief outline regarding the respondent's experience of providing BIP groups including number of years of experience, number of group participants, experience with providing BIP groups for Veterans, any statistics regarding recidivism rates for the respondent's group participants, and 3) a brief overview of how the respondent would train Veteran ex-offenders to serve as group facilitators in a VA-operated BIP program. Information must be sent via e-mail only to the Contracting Officer at william.tanksley2@va.gov. Responses received will be evaluated however; a determination by the Government not to compete the proposed procurement based upon responses to this notice is solely within the discretion of the Government. If no responses are received, NCO 21 will proceed with the sole source negotiation with Manalive Violence Prevention Programs.
