Description

See attachments under Additional Information** This sources sought announcement is for information and planning purposes only; it is not to be construed as a commitment by the Government. A contract may not be awarded as a result of this sources sought announcement. Army Contracting Command - New Jersey on behalf of Program Management Office, Integrated Personnel and Pay System Army (IPPS-A), intends to competitively acquire Program Support Services. The scope of this task order encompasses all activities necessary to provide the IPPS-A Program Management Office and Army G-1 Technology and Business Architecture Integration, Functional Management Division with Contractor support services in the areas of: Program and Project Management Business Management Support Technical Management Support Lifecycle Management Support Functional Support Type of contract will be determined at a later time. The anticipated period of performance will be for a one-year base period and two one-year option periods. The proposed acquisition will commence on or around January/February 2014. Contractor personnel will be required to possess a current SECRET Clearance in accordance with the Performance Work Statement (PWS). In accordance with Federal Acquisition Regulation (FAR) Part 19, the Government seeks maximum practicable opportunities for small business participation for this acquisition. Interested small business concerns that are qualified as a small business concern under NAICS code 541611 with a size standard of $14M are encouraged to submit their capability packages. Please submit capability statements (not to exceed 5 pages) for Program Support Services relevant to the PWS (page limit does not apply to advertising material such as company brochures and catalogs). All capability statements shall explain why the source believes that it has the technical capability to meet the Government's requirements to include experience of personnel, organizational history on meeting same or similar requirements, corporate acumen in supporting large Enterprise Resource Planning (ERP) implementation projects and Government contracts of the same or similar nature, experience supporting the implementation of the products identified above, and ability to expand its workforce to perform multiple, concurrent, tasks, e.g., through teaming, hiring, internal reassignment, etc. The capability statement shall include the sources website address; most relevant Government or corporate client (one client reference only); business size and applicable NAICS codes; socio-economic status; number of employees; and annual revenue for the last three Government fiscal years. The client reference must be for work relevant to this requirement performed within the last three years and include the agency supported, a client point of contact, whether the work was performed as a prime or a subcontractor, delivery date or period of performance, and a brief description of the effort. All contractors may submit questions to the DRAFT PWS; however, all questions must be submitted no later than 04 September 2013 by 1:00 PM EST. Corporate information marked Proprietary, such as non-public pricing or bid strategy, will be safeguarded, however the Government may use comments or suggestions about the IPPS-A acquisition in any way that the Government chooses. The Government reserves the right to reject, in whole or in part, any private sector input as a result of this notice. The final requirements and final PWS for the IPPS-A program may be different from what is described in this notice. This information will be used for market research and analysis to determine what capabilities currently exist. This notice should NOT be construed as a request for proposal or any obligation on the part of the U.S. Government. Organizational Conflicts of Interest (OCI): Interested sources are advised that the provisions of FAR Subpart 9.5 concerning OCI will govern the IPPS-A program support service contract and that potential OCI with current and future procurements and programs may exist, in accordance with FAR 9.505-1 through 9.505-4, because of the tasks within the scope of the work. Contractors are responsible for all costs for submitting their capability packages. All capability packages shall reference Solicitation Number W15QKN-13-R-0210 and must be electronically submitted to the POCs by 13 September 2013 by 1:00 PM EST.
