- Description The department of Health and Human Services, the Substance Abuse and Mental Health Services (SAMHSA) and the Program Support Center (PSC) is seeking a qualified source to perform the following requirement. Background The mission of the Substance Abuse and Mental Health Services Administration (SAMHSA) is to reduce the impact of substance abuse and mental illness on America's communities. However, some populations have been historically under-served or inappropriately served by the behavioral health system which has led to disparities in access, quality, and outcomes. In 1974, the National Institute of Mental Health (NIMH) established the Minority Fellowship Program (MFP). This program was later transferred to SAMHSA in 1992 when the agency was established. The overarching goals of the MFP are to enhance services, improve health outcomes, and reduce health disparities among minority communities by increasing the number of culturally competent behavioral health professionals in the behavioral health workforce. The MFP provides specialized training of mental health professionals in psychiatry, nursing, social work, psychology, marriage and family therapy, and counseling. The Minority Fellowship Program goals of enhancing the behavioral workforce and addressing disparities align with SAMHSA's Strategic Initiatives and other federal initiatives and policies (e.g., Patient Protection and Affordable Care Act (ACA)) by increasing the number of behavioral health professionals who are culturally competent and capable of providing quality care to under-served and minority populations. SAMHSA has demonstrated that behavioral health is essential to health, prevention works, treatment is effective, and people recover. The purpose of the MFP is to ensure that all of America's communities benefit from quality and appropriate behavioral health care. Purpose In order for the MFP to be in concordance with and responsive to accountability mandates (e.g., Transformation Accountability (TRAC) System, Government Performance and Results Modernization Act (GPRA), HHS Disparities Action Plan, White House Initiatives, etc.) a tracking system needs to be developed and maintained that allows for data retrieval, planning activities, and a robust evaluation of the Minority Fellowship Program. Thus, SAMHSA is interested in purchasing services for the development and maintenance of an Outcome Tracking System and an MFP Directory that will lead to the efficient tracking of activities and placements of current and past MFP Fellows. These items would allow for continued and enhanced data collection with regards to performance measures consistent with meeting requirements for GPRA, TRAC, and the HHS Action Plan's strategy to increase the diversity of the health care and public health workforce. The contractor is expected to develop a performance measurement survey to be utilized to capture required performance measures. The contractor is also expected to store and maintain each of these databases (MFP Directory and Outcome Tracking System) on databases/platforms that are accessible to SAMHSA staff and other authorized users. Additionally, SAMHSA would like to purchase services for the continued maintenance of the existing MFP Web Portal and Splash Page (http://www.samhsa.gov/minorityfellowship/). The MFP Web Portal and Splash Page helps foster cross-disciplinary learning and a sense of community that strengthens the capacity of MFP Fellows to collaborate and share resources that will enhance the delivery of culturally competent and effective care to minority and under-served communities. The MFP Web Portal has restricted use (as determined by SAMHSA) requiring the user-names and passwords for access. The MFP Splash Page, however, is open to the public and was developed to create a web presence for the MFP to assist with the outreach and promotion. The Splash Page is hosted by SAMHSA but the updating of the web content will continue to be the responsibility of the contractor. Project Requirements Contractor will need to develop an Outcome Tracking System that will track and store data pertaining to Minority Fellowship Program fellows' outcomes such as current employment, scholarly contributions, clinical/research expertise, MFP experiences, and other measures deemed necessary to assess MFP outcomes. The contractor will also need to develop a framework and plan to efficiently track and assess current and past MFP fellows' employment outcomes, scholarly contributions, and other performance measures. There needs to be a Performance Measurement Survey that builds upon the most recent OMB-approved MFP survey that will measure MFP fellows' activities, placement outcomes, evaluation of the MFP program, MFP experiences, service provision to under-served/minority communities, and other measures deemed necessary. The Performance Measurement Survey will need to be submitted to OMB for clearance. The development and maintenance of the MFP Directory includes, but is not limited to, fellow demographic information, field of practice/study, contact information, university affiliation, clinical/research interests/expertise, training/educational achievement, and other data deemed necessary. The MFP Directory and The Outcome Tracking System Database on the existing MFP web portal will need to be secured with appropriate privacy and access limitations. A plan for updating and maintaining the existing MFP Web Portal and MFP Splash Page that maintains the current aesthetics of each will need to be submitted along with reports of two (2) special analyses on programmatic issues each not to exceed 50 pages in length. Additionally, SAMHSA is requesting that the contractor provide technical support for two (2) webinars that will support the meeting of the MFP Grantee Guilds and SAMHSA staff.
