- Sources Sought Notice: Re-Install Cable Television Infrastructure Engineering Services DESCRIPTION: This is a sources sought to determine the availability of potential sources having the skills and capabilities necessary to provide the SPECIFIED REQUIREMENT. All interested vendors are invited to provide information to contribute to this market survey/sources sought including commercial market information. THIS IS NOT A SOLICITATION ANNOUNCEMENT. This is a sources sought synopsis only. Questions should be submitted by email to Ronnette.Coffman@va.gov. Provide only the requested information below. The purpose of this synopsis is to gain knowledge of potential qualified sources and their size classifications (Service Disabled/Veteran Owned Small Business (SDVOSB/VOSB), Hub zone, 8(a), small, small disadvantaged, woman owned small business, FSS/GSA contract schedule holders or large business) relative to NAICS 517110, Wired Communications Carriers (size standard 1,500 Employees). Responses to this synopsis will be used by the Government to make appropriate acquisition decisions. After review of the responses to this sources sought synopsis, a solicitation announcement may be published on the FBO website. Responses to this sources sought synopsis are not considered adequate responses to the solicitation announcement. All interested offerors will have to respond to the solicitation announcement in addition to responding to this sources sought announcement. SPECIFIED REQUIREMENT: Network Contracting Office 7, Charleston, SC is seeking sources for a potential contractor to perform the following type of service: 1. The goal of this project is the installation of a new High Definition cabling system for cable television to include all connections and interface devices. Contractor shall replace all cabling, connectors and interface devices, to include old position faceplates with new ones, new plates shall be installed at each work area outlet, and location will be determined by Government representative. The contractor shall provide all resources necessary to provide full High Definition cable service with building rewiring for digital upgrade at the Ralph H. Johnson Veterans Affairs Medical Center (109 Bee Street, Charleston, South Carolina). Full maintenance service is defined as all services, repairs and testing and installation necessary to supply and maintain High Definition cable television service and accessories in a fully operational mode at all times and to include all labor, parts, and materials except for prescheduled downtime. 2. Contractor shall design and provide all materials in order to install a High Definition Cable Television data lines system. The contractor shall be responsible for providing a communications infrastructure compliant to current VA standards; including the procurement of products, installation of cabling infrastructure, fire stopping to include verification of performance. Contractor shall clear the work area every evening. If available space exists, contractor equipment and materials may be stored at the facility with approval of the COTR or contracting officer. All packing material shall be disposed of at the end of each day. The Government will not be responsible for the loss, theft, or damage of any equipment or material. The Contractor shall be fully responsible and accountable for the total rewire of entire hospital with RG 11 quad shield and RG 6 quad shield Coax cable to current specification for 274 units. Contractor will provide up to 60 HD channels throughout facility, 1 channel insertion gear to allow for internal one channel insertion use. Contractor will install an interface platform device, for proper operation of system (this is a turn- key project) system shall be fully operational upon completion. All products shall be installed in compliance with the manufactures instructions. The constructor will submit drawings or cut sheet on all material for approval prior to purchase. No substitutions of identified products shall be allowed. This will ensure a quality installation, guarantee performance, and reduce on-going maintenance costs for the life of the cable system. Category 6 Cabling Specification. Plenum cable shall be used where required by code. Fire stop material shall be installed to re-establish the integrity of each through-wall or through-floor penetration as required by the NEC, All fire-stop products shall be installed in accordance with the manufacture recommendations. All equipment racks, cabinets and raceway systems shall be bonded and grounded. The contractor is required to provide cable test result for each data and fiber optic cable. As-built drawings are required, which identify the cabling space location, workstation outlet location, pathways, fire-stop and grounding components Government will consider the project complete when all work has been completed, the final documentation has been delivered, and the work site has been cleaned to the Governments satisfaction... Contractor agrees to replace or repair, as new, any defective work or materials, which are identified by the VA within 1 years of final payment. All work and materials shall be in full accordance with the latest codes, standards, and best practices. It is the responsibility of the Contractor to have access to each document. In the case that one of the following documents has a ratified update or addendum; it shall be incorporated into this scope of work. If multiple documents provide different requirements, the strictest requirement shall be followed. Not all documents may apply to this project. I. ISO/IEC 11801 (International) Generic Cabling for Customer Premises Standard (including all the latest amendments and applicable addenda) the operation of all equipment beginning on the date specified in the Notice to Proceed. These specifications are a statement of the minimum level of work and services that are to be provided under this contract. They are not intended to be, nor shall they be construed as, limiting specifications or requirements. At a minimum, the contractor shall be required to take all steps and measures which would be taken by a prudent building owner to maximize the life expectancy and minimize downtime of the television and internet service. The Contractor shall be responsible for all costs associated with accomplishing repairs and replacements, including labor, equipment, and supplies for all equipment and systems specified or recommended by the system manufacturer. The Contractor shall provide a reliable and well-trained contractor to provide non-emergent maintenance and emergent services, as needed, during normal working hours, Monday through Friday, 8:00 am to 4:00 pm with the exception of national holidays. Contractor qualification shall include proven experience, a trained staff, multiple customer references, and their ability to offer an extended maintenance plan All scheduled work that requires a system to be taken out of service shall be coordinated with the COTR or designee and the contractor shall report to the COTR or designee the status of systems not operating by the close of each workday. Any equipment or system not operational by the official start time of the occupants shall be reported to the COTR or designee by 8:00 a.m. that day. REQUESTED INFORMATION: (1) STATEMENT OF CABABILITY: Submit a brief description, five (5) pages or less, that demonstrates how your company has the supervision, facilities, labor and experience to perform the scheduled and unscheduled repairs and preventative maintenance of the equipment described above. Include past experience in performing these services to the VA, other Government (Federal or State) agency, or for a private facility. Please specify your availability to start date and your address. A SOLICITATION IS NOT CURRENTLY AVAILABLE. If a solicitation is issued it will be announced at a later date, and all interested parties must respond to that solicitation announcement separately from the responses to this announcement.
