- Sources Sought Synopsis Support for Clean Air Markets and Related Environmental Programs This is a sources sought notice only. This is not a solicitation announcement. No contract will be awarded as a result of this announcement, and no reimbursement will be made for any costs associated with providing information in response to this announcement or any follow-up requests. The Environmental Protection Agency (EPA) is performing market research to identify contractors that may possess the capabilities to support the Clean Air Markets Division as outlined in the attached draft Statement of Work. The EPA is particularly interested in capabilities of small business, veteran-owned small business, Hubzone small business, small disadvantaged business and women owned small businesses concerns. A brief description of the work is as follows: The North American Industry Classification System (NAICS) code for this procurement is 541620. The requirement is to provide technical, analytical, data systems/information technology (IT) and communications support services for EPA's Clean Air Markets Division (CAMD). This requirement is a continuation of current work under the CAMD's contracts: EP-W-09-020 and EP-W-09-021. The CAMD in the Office of Atmospheric Programs (OAP) in EPA's Office of Air and Radiation (OAR) specializes in developing, implementing, and assessing multi-state programs that address major regional and national air issues from the power sector and other large combustion stationary sources. Five programs are in effect: annual NOx (nitrogen oxides), seasonal NOx, and annual SO2 (sulfur dioxide) under the Clean Air Interstate Rule (CAIR) for multi-state control of transported ozone (O3) and fine particle (PM2.5) pollution and the national Acid Rain SO2 and NOx emissions reduction programs. These program s help implement the National Ambient Air Quality Standards (NAAQS) and reduce acid deposition, toxics deposition, and regional haze. CAMD also provides regulatory and modeling support to other EPA offices for programs that affect power generation, electricity demand, and/or the structure and operation of the U.S. electric utility industry. Interested parties may submit a brief capability statement, no more than five (5) pages, demonstrating how they are capable of meeting this requirement. Capability statements should respond to all items requested in this notice. Standard brochures and/or paraphrasing of the Statement of Work will not be considered as a sufficient response to this notice. Feedback and/or evaluation information will not be provided to any firm regarding their individual capability statements. Telephone calls, facsimiles, and/or requests for a solicitation will not be accepted or acknowledged. The capability statement should include the following: (1) Name of business; (2) Contact information (address, telephone, facsimile, e-mail, website address); (3) DUNS number, business size and classification; (4) GSA contract number and period of performance (if vendor has GSA contract that fulfills requirements of the draft Statement of Work); (5) Technical description of ability to meet the requirement (description should address technical competencies, and organizational experience relative to the key task areas in the draft Statement of Work); (6) Discussion of any potentially significant organizational conflicts of interest; (7) Any comments or concerns regarding draft Statement of Work or subject procurement.
