- The Albany VA Medical Center (hereafter "The VA" or "VA") has a requirement to procure shall provide all labor, tools, and materials (excluding those provided by the VA and described in Section 3.1), supplies, appropriate equipment and supervision, necessary to professionally clean and maintain the CBOC located at Fonda, NY at an acceptable level of cleanliness that meets the requirements for a medical clinic. The clinic is located at State Highway 30A, Camp Mohawk Plaza, Fonda NY, 12068, in accordance with schedule of services and prices for the base period of October 1, 2013, through September 30, 2014. Cleanings shall occur between the hours of 4:30 P.M. and 9:00 P.M CST., Monday through Friday, excluding legal and/or public holidays. Contractor shall be responsible to provide Material Safety Data Sheets (MSDS), for all applicable items used in the performance of this contract, to the COR in accordance with the conformance standards. All cleaning agents shall be clearly labeled. Offers will be considered only from offerors who are regularly established in the business called for and who, in the judgment of the Contracting Officer, are financially responsible and able to show evidence of their responsibility, ability, experience, equipment, facilities, and personnel directly employed or supervised by them to render prompt and satisfactory service in the volume required for all items under this contract. By the signing of this offer, offeror is certifying that he/she shall meet all requirements of Federal, State, or local laws, codes, and/or regulations regarding the operation of this type of service, and shall, upon request of the Government, offeror shall be able to show evidence of his/her reliability, ability, and experience by furnishing: The VA will inspect and investigate the establishment, facilities, business reputation, and other qualifications of any offeror and reserves the right to reject any offer, irrespective of price, that shall be administratively determined by the Contracting Officer to be lacking in any of the essentials judged necessary to assure acceptable standards of performance. Note: Contracting Officer reserves the right to request proof of appropriate training and experience from vendor personnel for servicing the equipment on the schedule. Due to the nature of this contract the contractor may be required to work after hours and during inclimate weather conditions, so as not to interrupt the daily operations of the facility. The VA intends to release this as a competitive Request for Quotation (RFQ) on or about the week of September 16th. The applicable NAICS code for this project is 561720, Janitorial Services. Unless additional notice is given or this notice is modified, the full RFQ will be posted to the Government-wide Point of Entry (www.fbo.gov). This is a presolicitation notice synopsizing an upcoming competitive solicitation to satisfy the requirements of FAR 5.201 and 5.203. Responses to this Sources Sought Notice should be able to demonstrate the firm's ability, capability, and responsibility to deliver the service listed above. Responses should include the following information: Business name, address, DUNS number, business size and Socioeconomic Category (HUBZone, 8(a), Service Disabled Veteran-Owned Small Business, Veteran-Owned Small Business, Small Business, Large Business, etc.), and point of contact to include e-mail address and telephone number. Interested parties must furnish supporting evidence in sufficient detail to demonstrate the ability to provide the requirements shown above. All offerors must be registered in the System for Award Management (SAM) prior to any contract award action.
