- Justification and Approval (J&A) THIS IS A PRE-SOLICITATION NON-COMPETITIVE (NOTICE OF INTENT) SYNOPSIS TO AWARD A PURCHASE ORDER WITHOUT PROVIDING FOR FULL OR OPEN COMPETITION (INCLUDING BRAND-NAME). The National Heart, Lung, and Blood Institute (NHLBI) Office of Acquisition (OA) on behalf of the of the Cardiovascular Pulmonary Branch (CPB) (NHLBI), intends to negotiate and award a purchase order on a noncompetitive MESO Scale Discovery Brand Name basis without providing for full and open competition to procure Human Cytokine Plates. Procurement: The Contractor will provide the following: 1. Catalog #K15054G-1; Human Cytokine 30-Plex Kit (1Plate) V-PLEXT TM Plus, quantity 2 each 2. Catalog #K15054G-2; Human Cytokine 30-Plex Kit (5 Plate) V-PLEX TM Plus, quantity 2 each 3. Must provide a letter from the manufacturer authorizing your company to resale to the Government 4. With the following specifications listed below Plates must have: 1. Multi-lot validation 2. Sensitivity less than 1 PG/ML 3. Less than 4 hour start to finish protocol 4. Multi-matrix use 5. Qualified critical reagents 6. 30 month shelf life 7. 3 multi-analytes calibrator (lyophilized) 8. 30 individual detection antibodies 9. Diluents 10. 3 Pre-coated 10-spot plates 11. Plate seals 12. Wash buffer Estimated Delivery Estimated time of delivery is 90 days after receipt of purchase order Background: The National Heart, Lung, and Blood Institute (NHLBI) provides global leadership for a research, training, and education program to promote the prevention and treatment of heart, lung, and blood diseases and enhance the health of all individuals so that they can live longer and more fulfilling lives. The Section of Inflammation and Cardiometabolic Diseases' main focus is on studying the connection between psoriasis and heart disease. As part of this research the lab takes psoriasis patient samples and correlates them to risk factors for heart disease. This particular project looks to gain understanding of inflammation pathways in the setting of inflammatory disease compared to controls. In order to do so the lab will need to test multiplex biomarkers and cytokines, run assays for immunogenicity and conduct high throughput screening in both mouse and human samples. Purpose and Objective: The imaging equipment plates provided for the Inflammation and Cardiometabolic Diseases Lab will need to allow the user to test multiplex biomarkers and cytokines, run assays for immunogenicity and conduct high throughput screening in both mouse and human samples. Government Responsibilities: The Government will provide feedback to the contractor based on the plates, and test the device for safety. The Government will also maintain contact with the contractor during the length of the project. Reporting Requirements and Deliverables The plates must provide all reports and deliverables as indicated in the contractor requirements. Program Management and Control Requirements The Section of Inflammation and Cardiometabolic Diseases' technician will oversee the use of the plates. If there are any issues the technician will contact the company. Inspection and Acceptance Requirements Inspection and acceptance will be performed at the NIH/NHLBI Section of Inflammation and Cardiometabolic Diseases, located in building 10, 7N116, Bethesda, MD 20892. If there is significant damage to the packaging, representing deep penetration or water damage, or if there is evidence of tampering with the contents, then the shipment should be rejected. The technician or his/her designee will communicate this decision to the sales representative of the vendor. The plates will be inspected and accepted by a Section of Inflammation and Cardiometabolic Diseases' technician. They will ensure that the plates are appropriate and in good working order. They should address any questions or concern with the head of the Section of Inflammation and Cardiometabolic Diseases and with the vendor. Justification: Refer to attached Justification and Approval ADDITIONAL INFORMATION Industry Classification (NAICS) Code is 334516, Analytical Laboratory Instrument Manufacturing Small Business Size Standard is 500 employees. The acquisition is being conducted under FAR Part 13, simplified acquisition procedures, therefore the requirements of FAR Part 6 B Competitive Requirements are not applicable (FAR Part 6.001). The resultant Contract will include all applicable provisions and clauses in effect through the Federal Acquisition Circular (FAC) 05-69 (August 1st 2013). This requirement is under the SAT of $150,000.00. This synopsis is not a request for competitive proposals. However, interested parties may identify their interest and capability to respond to this notice. Responses to this notice shall contain sufficient information to establish the interested parties' bona-fide capabilities for fulfilling the requirement and include: unit price, list price, shipping and handling costs, the delivery period after contract award, the prompt payment discount terms, the F.O.B. Point (Destination or Origin), the Dun & Bradstreet Number (DUNS), the Taxpayer Identification Number (TIN), and the certification of business size. All offerors must have an active registration in the System for Award Management (SAM) www.sam.gov." A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. The information received will normally be considered solely for the purposes of determining whether to proceed on a non-competitive basis or to conduct a competitive procurement. All responses must be received by September 6, 2013, 8:00 am eastern standard time and must reference synopsis number HHS-NIH- NHLBI-CSB-(HL)-2013-257-DDC, may be submitted to the National, Heart, Lung and Blood Institute, Office of Acquisition, COAC Services Branch, 6701 Rockledge Drive, Suite 6142, Bethesda, Maryland 20892-7902, Attention: Deborah Coulter.
