- Solicitation_13-233-SOL-00528_Survivor Services and Support in Response to Community Violence The Department of Health and Human Services, The Substance Abuse and Mental Health Services (SAMHSA) and the Program Support Center (PSC) is seeking a qualified source to perform the following requirement." Background: Violence in the community, such as the mass tragedy that occurred at Sandy Hook Elementary School in New- town, Connecticut in December 2012, has been shown to have a devastating, long lasting impact on survivors, their families, and local community members. Survivors of these tragic events may experience feeling physically and mentally drained, have difficulty making decisions, remaining focused, easily frustrated, irritable, experience changes in appetite and sleep, and behavioral health problems, such as reoccurring emotional reactions, excessive use of smoking, alcohol, drugs or food. Survivor family members and the communities need to be aware of the potential impact of terrible acts of violence and be aware of the most effective ways to cope and heal from the after effects of trauma. There is an increase need to understand any potential funding gaps for providing behavioral health resources for the survivors of mass tragedies, such as the event at Sandy Hook elementary school. This proposed project also seeks to identify the survivor issues and study how communities can best respond, in similar events. This contract will continue the completion of an extensive literature review, environmental scan, and produce two reports on the issues discussed above. Purpose: The purpose of this initiative is to contribute to the knowledge about the impact of trauma on survivors ‘of mass tragedies, with a special focus on children. While the proposed project is in response to the Sandy Hook Elementary School shootings, the findings in the literature review, environmental scan, and reports will further inform the field of survivor trauma and increase knowledge of evidence-based and any available supports services to respond to survivors including behavioral health needs. Project Requirements: The Contractor will review available behavioral health funding priorities and services available to survivors of mass tragedies and identify any gaps within behavioral health services that need to be addressed as a part of comprehensive evidence based behavioral health response to such a community tragedy. The Contractor will review available behavioral health services for survivors, how the behavioral health services are made available to trauma survivors, and document any specific service needs and evidence-based therapeutic approaches that focus on behavioral health, healing and resilience in the context of community tragedies. A critical part this work will focus on identifying ways to help children understand tragic actions and events such as the Sandy Hook shooting, while focusing on the coping, healing, and recovery processes. The Contractor will examine how communities have and may respond to tragedies such as Sandy Hook. They will document the interventions used in surviving communities and community practice to prevent such events. Period of Performance: The period of performance shall be September 30, 2013 - September 29, 2014.
