Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The solicitation number 3036248 and the solicitation is issued as a pre-solicitation notice of intent to award a non-competitive order to Wako Automation, 11575 Sorrento Valley Road, Suite 207, San Diego, CA 92121-1320. This acquisition is for a commercial item and is conducted under the authority of the FAR Subpart 13.5-Test Program for Certain Commercial Items, section 4202 of the Clinger-Cohen Act of 1966) and the statutory authority: (1) FAR 6.302-1-Only one responsible source and no other supplies or services will satisfy agency requirements 41 U.S.C. 253(c) (1). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-69, dated August 1, 2013. There are no set-aside restrictions, the associated NAICS code 334516 and the small business size standard 500. This acquisition is being conducted in accordance with the procedures of FAR Part 13-Simplified Acquisition Procedures, FAR Subpart 13.5-Test Program for Certain Commercial Items, and FAR Part 12-Acquisition of Commercial Items. The National Institute on Drug Abuse (NIDA), Station Support/Simplified Acquisition (SS/SA) Branch has a requirement on behalf of National Center for Advancing Translational Science (NCATS)-Division of Pre-Clinical Innovation (DPI) to purchase a Wako Hornet Pintool System. The system shall be model Hornet NX-TR 384/1536 Well Plate Pintool, it shall include one 1536 pintool head, one 384 or 96 pintool head, one sonicating wash bath, two standard wash baths and Laptop. Additional optional items shall include one 1536 pintool head and one 384 or 96 pintool head. Wako Automation is the manufacturer and sole distributor of the Wako Hornet Pintool System. This specific system is required because it is the only system capable of changing the pinhead as requested by the operator through an automated process that maintains a necessary high degree of positional precision without intervention by a technician. This feature is a necessity for the wide range of assays the uracil performs. The notched pin system is identical to those used by the NCATS pharmaceutical screening laboratory and is needed to reproduce performance and protocol transfer between the assays within the Uracil. The stand-alone workstation is functionally identical to other Wako Pintools currently in operation at NCATS. This will improve screen quality and consistency, enabling a seamless transition of assays from the bench to full automation. Having identical equipment is necessary to reproduce performance and protocol transfer between laboratories. The additional unit will provide the ability to replicate and duplicate existing protocols and will allow the flexibility to use the exact same technology for all protocols if one unit is not in service. This in turn will eliminate the introduction of costly new variables into the data. The delivery of the equipment is required 18-22 weeks ARO to Bethesda, Maryland. FAR clause 52.212-1, Instructions to Offerors-Commercial Items, applies to this acquisition. In addition, FAR clause at 52.212-2, Evaluation-Commercial Items also applies. You must include a completed copy of the provision at FAR clause 52.212-3, Offer Representations and Certifications-Commercial Items, with your offer. FAR clauses 52.212-4, Contract Terms and Conditions-Commercial Items, and FAR 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders-Commercial Items, apply to this acquisition. The Defense Priorities and Allocations System (DPAS) is not applicable to this requirement. This synopsis is not a request for competitive proposals. However, interested parties may identify their interest and capability to respond to this notice. Responses to this notice shall contain sufficient information to establish the interested parties' bona-fide capabilities for fulfilling the requirement and include: unit price, list price, shipping and handling costs, the delivery period after contract award, the prompt payment discount terms, the F.O.B. Point (Destination or Origin), the Dun & Bradstreet Number (DUNS), the Taxpayer Identification Number (TIN), and the certification of business size. All offerors must have an active registration in the System for Award Management (SAM) www.sam.gov." A determination by the Government not to compete the proposed contract based upon responses to this notice is solely within the discretion of the Government. The information received will normally be considered solely for the purposes of determining whether to proceed on a non-competitive basis or to conduct a competitive procurement. All responsible sources may submit a capability statement, proposal, or quotation, which shall be considered by the agency. All responses must be received by September 5, 2013 3:00PM EST and must reference number 3036248.
