Description
Request for Quote of removal of fire extinguishers The Regional Contracting Office, National Capital Region, Marine Corps Base Quantico, VA currently has a requirement for the removal of fire extinguishers onboard Marine Corps Base, Quantico Virginia. The requirement is for a Blanket Purchase Agreement for transportation and subsequent management (includes disposal, recycle, reuse, scrap metal) of Fire Extinguishers and Self Contained Breathing Apparatus (SCBA) Composite Cylinders accumulated aboard Marine Corps Base, Quantico at Building 27401. This service is needed at a minimum of twice a year; approximately every 6 months or whenever 100 or more fire extinguishers and composite cylinders are accumulated at Building 27401. The NAICS code associated with this requirement is 562211. The BPA will have a five (5) year ordering period. The standards will be specified in the Request For Quote (RFQ). All terms and conditions will be included in the RFQ. The anticipated is a Blanket Purchase Agreement (BPA), Firm-Fixed Price award. This requirement will be awarded on an restricted basis using NAICS code 562211/$35.5 MIL size standard. All interested parties must be registered in the System Award Management (www.sam.gov). It is the responsibility of the interested parties to independently review the referenced web link (www.fbo.gov) frequently for updates to any and all documents. Potential offerors will be responsible for downloading their copy of the RFQ and amendments, if any. STATEMENT OF WORK (SOW): 1.0 SCOPE This Statement of Work identifies the requirement for transportation and subsequent management (includes disposal, recycle, reuse, scrap metal) of Fire Extinguishers and Self-Contained Breathing Apparatus (SCBA) Composite Cylinders accumulated aboard Marine Corps Base, Quantico, at Building 27401. This requirement is needed at a minimum twice a year; approximately every 6 months or when 100 or more fire extinguishers and composite cylinders are accumulated at Building 27401. BACKGROUND: The fire extinguisher and SCBA composite cylinders details are as follows: 1. A combination of household, industrial, and fire department (ABC, Water, C02). 2. Range between 3 to 20 pound cylinders, 1 to 3 feet in length. 3. Off specification (i.e. not charged), not suitable for intended purpose. 4. Some contain fire suppression materials. Fire Extinguisher and Composite Cylinder Quantity: Currently, MCBQ, Natural Resources and Environmental Affairs Branch, has approximately 200 fire extinguishers and 130 composite cylinders ready for pick up at MCB Quantico, building 27401. Unit of Issue: Each Price Per Unit ($): Five year ordering period effective: 01 September 2013 - 31 August 2018 TASKS: The contractor must provide the following services: 1. Schedule pick-up of fire extinguishers and composite cylinders within 14 days after notification by NREA personnel. 2. Prepare shipping papers. 3. Pick up of fire extinguishers and composite cylinders at 27401. 4. Send MCBQ a delivery of receipt from receiving facility within 10 days of the pick-up. 5. Ensure fire extinguishers and composite cylinders and managed in accordance with federal, state, and local regulations. NREA will provide the following services: 1. Contact contractor to schedule pick up of fire extinguishers and composite cylinders. 2. Submit an inventory of fire extinguishers and composite cylinders to contractor prior scheduled pick up. 3. Prepare fire extinguishers and composite cylinders for shipment per Contractor's and DOT requirements.
