- NOTICE OF INTENT TO AWARD BRAND NAME: Air Force District of Washington Contracting Directorate (AFDW/PK) intends to issue a brand name, firm-fixed price call order for the Secretary of the Air Force/Chief Information Officer Resources Branch (SAF/CIO A6PR) on the Department of Defense Enterprise Software Initiative (DoD ESI) mandatory sourcing vehicle. The authority for the brand name justification and other than full and open competition procedures will be FAR 6.302-1, Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements. The applicable NAICS code for this acquisition is 511210. SAF/CIO A6PR has the system and database in place and only requires maintenance and updates to the software to continue performance. The software maintenance and updates that AFDW/PK will be procuring is for Oracle Primavera Prosight. Persons may identify their interest and capability to respond to the requirement. Oracle Primavera Prosight provides SAF/CIO A6 PR the ability to track funding actions throughout the various organizations throughout the Air Force by program, project and functional area. SAF/CIO A6PR conducts the collection and analysis of various Commercial Off-The-Shelf (COTS) products to aid in the Air Force's selection of a Portfolio Management Tool to support planning, creating, assessing, balancing and communicating the execution of the AF Information Technology and SAF/A6PR portfolios. It is the only solution capable of satisfying the Government's requirements for this acquisition. Extensive research has proven that only Oracle resellers holds the propietary data to the system and are the only contractors that can provide maintenance renewals to Oracle Software. Selecting another software system would result in a completely rebuilt database, software and associated user training. This would significantly impact current mission operations and result in significant cost increases. This notice of intent is not a request for competitive quotations. However, the Government will consider all responses received by 16 Sep 13 at 1300 Eastern Standard Time. The Government will not be responsible for any cost incurred in preparation of quotations. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a subsequent competitive procurement.
