- The Department of Commerce (DOC), the National Institute of Standards and Technology (NIST), the Material Measurement Laboratory's Materials Measurement Science Division (MMSD) conducts research on the development of innovative metrologies and measurement protocols for micro/nano-scale heterosystems analysis. Measurement techniques are used to determine sample composition as well as structural, electronic, and chemical properties of a wide variety of organic, inorganic and biomolecular systems where materials of interest are typically present as either micro/nano-scale features or monolayer/multilayer films. To meet mission requirements; the MMSD needs to procure an upgrade to its existing time correlated single photon counting (TCSPC) system to enable parallel/multi-channel operation for analysis of nanoscale interfacial systems with existing custom software and hardware components. Pursuant to this application, the detector system must be fully compatible with Becker & Hickl single photon counting modules and yield optimal imaging/temporal characteristics with this detector system with respect to the existing hardware and software. Boston Electronics Corporation of Brookline, MA, is the exclusive distributor for Becker & Hickl products in North America. NIST has a need for a Time Correlated Single Photon Counting System upgrade that would meet the following requirements: Becker & Hickl, SPC-154, 4 TCSPC Imaging System for parallel operation Image Acquisition and Control System: 1. The system shall be 100% software compatible with pre-existing SPC-Image© software acquisition platform currently owned by NIST. 2. The system shall provide a Time Correlated Single Photon Counting System upgrade to an existing Becker & Hickl SPC-730 system to enable parallel, four-channel detection. 3. The system shall require no Contractor installation. It is NIST's intent to sole source the requirement to Boston Electronics Corporation. The NAICS code is: 423690. It is anticipated that one purchase order will be issued. This is not a Request for Quotes. Sources interested in this requirement must provide a statement of capabilities in sufficient detail to determine if the requirements of this synopsis can be met. Responses must be in writing and must be received within seven (7) calendar days from the date of this notice. A determination by the Government not to compete the proposed contract based on responses from this notice is soley within the discretion of the Government. Information received will be considered soley for the purpose of determining whether to conduct a competitive procurement. No phone calls will be accepted.
