- Department of Health and Human Services, National Institutes of Health, National Cancer Institute, Office of Acquisitions, 9609 Medical Center Drive, Room 1E640, Bethesda, MD 20892, UNITED STATES Description National Cancer Institute (NCI), Division of Cancer Epidemiology and Genetics (DCEG), plans to procure on a sole source basis statistical analysis and programming services of the natural history of head and neck cancer precursors from Kaiser Foundation Research Institute(KFRI)/Kaiser Permanente Northern California (KPCN), Division of Research, 2000 Broadway, Oakland, CA 94612. This acquisition will be processed in accordance with simplified acquisition procedures as stated in FAR Part 13.106-1(b)(1). The North American Industry Classification System code is 541990 and the business size standard is $14.0 Millions. Only one award will be made as a result of this solicitation. This will be awarded as a firm fixed price type contract. The period of performance is twelve (12) months from date of award. It has been determined there are no opportunities to acquire green products or services for this procurement. NCI/DCEG/HREB, is conducting a retrospective cohort study within Kaiser Foundation Research Institute (KFRI)/Kaiser Permanente Northern California (KPNC) to characterize the natural history of head and neck cancer precursors. Individuals with precursors (leukoplakia, erythroplakia, and oral lichen planus) and incident invasive head and neck cancers (oral cavity, oropharynx, other pharynx, and larynx) will be identified through participant medical records. Head and neck cancer incidence will be compared between individuals with precursor lesions vs. the overall KFRI/KPNC population through standardized incidence ratios. Within the cohort of individuals with precursors, malignant transformation rates will be compared by demographic, pathological, clinical, and behavioral characteristics. Additionally, among individuals with precursor lesions, 2-year, 5-year, and 10-year absolute risks of head and neck cancer will be estimated. The contractor shall provide a statistical analysis plan for the study, including inclusion/exclusion criteria and variables to be considered for analyses; compare incidence of head and neck cancers among individuals with precursor lesions versus the overall KFRI/KPNC population using standardized incidence ratios; estimate the counts and prevalence rates of head and neck cancer precursor lesions; and among individuals with precursor lesions, estimate predictors of malignant transformation using Poisson regression or Cox regression models KFRI/KPNC is the only source of data for this project. KFRI/KPNC is the only source with systematic, electronic information on head and neck cancer precursor lesions, management of precursor lesions, incidence of head and neck cancers, as well as detailed information on complete medical and surgical history of individuals with precursor lesions. The size of the KFRI/KPNC cohort (over 10 million enrollees since 1996), long duration of coverage (1996-2010), and availability of electronic records of complete medical histories of insurance participants makes KFRI/KPNC the only source of data for successfully accomplishing the goals of this project. No other source has the data to meet the requirements of: 1) being U.S. population-based, 2) availability of electronic medical records for head and neck cancer precursors and invasive head and neck cancers as well as medical histories, and 3) availability of data for millions of individuals in the U.S. This notice is not a request for competitive quotation. However, if any interested party, especially small business believes it can meet the above requirement, it may submit a proposal or quote. The response and any other information furnished must be in writing and must contain material in sufficient detail to allow NCI to determine if the party can perform the requirement. Responses must be received in the contracting office by 11:00 AM EST, on September 13, 2013. A determination by the Government not to compete this proposed requirement based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. No collect calls will be accepted. In order to receive an award, contractors must be registered and have valid certification in the Central Contractor Registration (CCR) and the Online Representations and Certifications Applications (ORCA) through sam.gov.
