Description
Sole Source Intent Notice The Department of Veterans Affairs (VA) Health Resource Center (HRC) intends to solicit a proposal from, and issue a contract to, Pitney Bowes Inc for the purchase and onsite preventive and remedial maintenance of Pitney Bowes mail processing equipment and related hardware and software. The HRC currently has a power stacker, base for meter, and scale for meter leased from Pitney Bowes with a maintenance agreement. The power Stacker Model is DM1000, some of the specifications and capacities of the machine include: Ink Capacity up to 52,500 impressions without an ad, permit, or inscription. Print Head life 1,000,000 cycles, accounting 25 accounts standard. This equipment is necessary because it is compatible to the Pitney Bowes sorter model number DI950. The Mail Machine Interface (MMI) enables communication between DI900/DI950FastPac Inserting Systems and the DM Series Mailing System via a USB connection. The DI900/DI950 sends start and stop signals to the mailing system, and the mailing system can send error messages back to the inserter to stop feeding. The requirement is for a lease and 12 month maintenance agreement for Pitney Bowes power stacker, base for meter, and scale for meter with 2 option years. Maintenance agreement must provide repair services within 24 hours of a service call. The equipment we currently have is compatible to other Pitney Bowes equipment in the mailroom. Replacing or changing any of this equipment would require replacement of other current equipment in the mailroom as well which could cause a disruption in the mail processing system as well as additional costs for entirely new equipment. It is imperative to have continuity of services for this piece of equipment with one vendor as having multiple vendors maintain separate pieces of equipment may disrupt the overall workflow at the facility should there be any miscommunications or conflicts with different maintenance plans. Other organizations that believe they are capable of meeting the VA's Pitney Bowes equipment and software, and maintenance requirements are invited to submit information establishing a bona fide capability to fulfill the requirement. If the VA does not identify other acceptable sources capable of providing this requirement, the agency will solicit a quotation and issue a sole source award for the lease of equipment and associated software, and on-site preventive and remedial maintenance to Pitney Bowes under FAR Part 15, Contracting By Negotiation, and FAR Part 12, Commercial Items. This is not a Request for Proposal and the Government does not intend to pay for information submitted. Requests for copies of a solicitation will not be honored or acknowledged. Respondents will not be notified of the results of the information received. Responses to this notice must be submitted by September 6, 2013, 5:00 PM EST.
