- LM Signed JA_8.27.13 This notice of intent is to negotiate a CPFF, up to four (4) months, bridge extension with Lockheed Martin, under the authority of FAR 6.302-1; only one responsible source and no other supplies or services will satisfy agency requirements. This bridge will allow for post-Sentinel follow-on efforts to be competed in accordance with FAR 16.505(b)(1) amongst the NIH contract awardees, or some other contract vehicle. Sentinel is a mission critical enterprise system in use by over 30,000 mission and support personnel per month. An acquisitoin package has been developedto conduct a competitive procurement to replace the existing contracted support, and an RFP has been issued, for these services essential to operating and maintaining Sentinel. This bridge for extending the contracted services under contract number DOJFBI2006C2428 is necessary to: 1. Ensure competitive procurements are conducted in the best interests of the Government; 2. Provide continuity of operations and maintenance (O&M) activities, including perfective system enhancements, that further stabilize the system and ajust to priority user needs, 3. Prevent derogation of system quality of potential loss of information, and 4. Ensure users are provided policy and procedural application support as the FBI continues to improve efficiency by applying the capabilities delivered to Sentinel. The RFP has been issued to recompete the existing support services contract, and award is anticipated by January 2014. As a result, this temporary bridge extension is required to provide sufficient time to prevent a gap in performance until the new contract is awarded. Incremental funds are available under FY13 funds to support the bridge for approximately 2 months. Any responses or inquiries to this notice must demonstrate clear and convincing evidence that competition for this bridge period will be advantageous to the Government. Responses to this notice are due by 5pm September 5, 2013 and are to be sent to karen.king@ic.fbi.gov. This notice of intent is not a request for competitive proposals, as a solicitation has been issued to compete this requirement.
