- THIS IS A NOTICE OF INTENT, NOT A REQUEST FOR A PROPOSAL. A SOLICITATION DOCUMENT WILL NOT BE ISSUED AND PROPOSALS WILL NOT BE REQUESTED. The National Heart, Lung, and Blood Institute (NHLBI) Office of Acquisition (OA) intends to negotiate and award a purchase order on a noncompetitive sole source basis to Johns Hopkins University (JHU), Department of Health Behavior & Society, 3400 N Charles St., W400 Wyman Park Building, Baltimore, Maryland 21218-2680 to provide Rotations for Medical Genetics Trainees for the National Institute of Health (NIH), National Human Genome Research Institute (NHGRI). BACKGROUND: This is a Follow-On requirement. The sole source determination is based on the fact that National Institute of Health (NIH) is the nation's largest medical research agency and the primary Federal agency conducting, supporting and making medical discoveries that improve people's health and save lives. The National Human Genome Research Institute (NHGRI), Department of Health, Behavior and Society in the Bloomberg School of Public Health at the Johns Hopkins University and the Intramural Research Branch of the National Institutes of Health (NIH) have a shared interest in scientific progress in the field of genetic counseling as well as in training the next generation of outstanding investigators who will advance the field. These organizations have chosen to jointly cooperate in the training of master's level and doctoral level students in genetic counseling. This is a joint collaboration between John's Hopkins University and NHGRI designed specifically to train individuals to practice genetic counseling clinically while preparing graduates with the tools necessary to add to the present research literature. Based on a history of excellence in genetic counseling research at both the Johns Hopkins University and the NIH IRP, it is valuable to jointly cooperate in the training of master's level and doctoral level students in genetic counseling. Beginning when the program was first inducted in 1996, the sharing of these responsibilities has surpassed expectations. Due to the shared academic vigor and research focus of both institutions, there is no institution better suited to provide a formal education structure, academic, administrative, and course support to candidates for their masters of science. JUSTIFICATION : The Johns Hopkins University will provide didactic instruction, academic support and thesis mentoring including the awarding of master's and doctoral degrees to candidates that have successfully completed the requirements specified by the University and its faculties. The John's Hopkins University will provide didactic instruction, academic support and thesis mentoring including the awarding of master's and doctoral degrees to candidates that have successfully completed the program requirements. The Bloomberg School of Public Health will provide the basic formal educational structure for the students within its present programs, including administrative and course support. Contractor Requirements : • The Contractor shall maintain long term commitments to all graduate students for continued guidance. • The Contractor shall encourage students to have short-term research opportunities. • The Contractor shall ensure that additional students recruited are of at least the same academic standard of current students. • The Contractor's adjunct faculty status for NIH investigators involved in program. • The Contractor shall offer admissions support through the Office of Graduate Admissions. Government Responsibilities : • The Government Faculty must meet criteria for initial and continued membership in the graduate faculty. • The Government Faculty must participate in graduate courses, seminars, research conferences journal club and the creation of new graduate level courses. • The Government will receive adjunct faculty appointment at the Johns Hopkins University. REGULATORY AUTHORITY : This acquisition is conducted under the authority of the Federal Acquisition Regulations (FAR) Subpart 13.106-1(b) Soliciting from a single source, only one responsible source and no other supplies or services will satisfy agency requirements. ADDITIONAL INFORMATION Industry Classification (NAICS) Code is 334516, Analytical Laboratory Instrument Manufacturing and the Small Business Size Standard is 500 Employees. The acquisition is being conducted under FAR Part 13, simplified acquisition procedures, therefore the requirements of FAR Part 6 B Competitive Requirements are not applicable (FAR Part 6.001). The resultant Contract will include all applicable provisions and clauses in effect through the Federal Acquisition Circular (FAC) 05-69 (August 1, 2013). This requirement is under the SAT of $150,000.00. This synopsis is not a request for competitive proposals. However, interested parties may identify their interest and capability to respond to this notice. Responses to this notice shall contain sufficient information to establish the interested parties' bona-fide capabilities for fulfilling the requirement and include: unit price, list price, shipping and handling costs, the delivery period after contract award, the prompt payment discount terms, the F.O.B. Point (Destination or Origin), the Dun & Bradstreet Number (DUNS), the Taxpayer Identification Number (TIN), and the certification of business size. All offerors must have an active registration in the System for Award Management (SAM) www.sam.gov." A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. The information received will normally be considered solely for the purposes of determining whether to proceed on a non-competitive basis or to conduct a competitive procurement. All responses must be received by September 3, 2013 and must reference synopsis number HHS-NIH- NHLBI-CSB-(HG)-2013-273-DLM, may be submitted to the National, Heart, Lung and Blood Institute, Office of Acquisition, COAC Services Branch, 6701 Rockledge Drive, Suite 6149, Bethesda, Maryland 20892-7902, Attention: Dorothy Maxwell.
