Description
THIS ONLY AN INFORMATIONAL NOTICE. THIS IS NOT A REQUEST FOR PROPOSAL. General Contractor Services for the construction of a Secured Courthouse Perimeter The General Services Administration (GSA), Northeast and Caribbean Region is seeking qualified General Contractors (GC) interested in providing construction services for Restricted Roadway and new perimeter Security at the Theodore Roosevelt U.S. Courthouse, 225 Cadman Plaza East, Brooklyn, NY. The project must conform to the P-100 (Facility Standards for Public Buildings), Contract Documents, US Courts/US Marshal and New York City requirements. The project site is located from Adams Street on the east to Cadman Plaza East on the west, from Red Cross Place on the north to Tillary Street on the south. The Perimeter Security system will be constructed with by concrete footing foundations for the Fence, pre-engineered bollards and operable vehicle barriers. Construction elements include but are not limited to Guard booths, lighting, electrical and New York City water mains and sewer lines. The Theodore Roosevelt U. S. Courthouse will remain fully occupied throughout the construction period. The GSA will adhere to the following evaluation factors when determining contract award. Factor 1: Offeror Team Experience on Similar Projects: This will require at least three (3) similar projects successfully completed within past six (6) years. These three projects must be similar in size, scope and complexity to the requirements identified in the solicitation. At least one project must be 100% complete and others can be 50% complete in an urban setting like New York City. At least one (1) project with a scope including security devices placed on the exterior of a public or institution building or complex. Factor 2 - Offeror Team's Past Performance: The contractor will provide three (3) past performance references performed within the past six (6) years. Factor 1 projects may be submitted for Factor 2 if they are 100% complete. Factor 3: Detailed Organizational Structure and Qualifications of Key Personnel. Factor 4: Project Management Plan: The work sequence requires the construction to be completed in thirteen (13) months from the date of the Notice to Proceed (NTP). (1 month for clearance, 11 months for construction and 1 month for closeout). The offeror selected shall be required to supply all labor, materials, equipment and supervision to perform the complete services as required by the Scope of Work under the resultant contract. The Estimated Construction Cost Range for this project is between $5,000,000 and $10,000,000. This acquisition is set aside for small business in accordance with FAR 19.5 set aside for Small Business. The applicable North American Industry Classification System (NAICS) code is 236220 and the Small Business Administration (SBA) size standard is $33.5 million dollars in annual receipts averaged over a concern's latest three completed fiscal years. All contractors must be registered in the Central Contractor Registration (CCR) prior to award. CCR requirements may be reviewed via the internet at www.sam.gov. The Request for Proposal (RFP) will only be available electronically. No hardcopies, faxes, or e-mails will be available. Please register as a source to be notified of RFP Amendments, clarifications, etc. However, it is the responsibility of the contractors (even those registered as a source) to check the FBOwebsite regularly to ensure they have all available information. NOTICE: A site walk-through and pre-proposal conference will be held, date to be determined, to promote a better understanding of the RFP for prospective offerors prior to their preparation and submission of technical proposals. The date will be announced on the FBO website. The Request for Proposals (RFP) is scheduled to be issued on or about October 2, 2013, via FedBizOpps ( https://www.fbo.gov/ ).
