- Description
- The National Cancer Institute (NCI), Center for Cancer Research (CCR), Radiation Oncology Branch (ROB) plans to procure on a sole source basis Vista-15 Cone Beam Optical Scanner and Associated Equipment from Modus Medical Devices Inc., 1570 North Routledge Park, London ON, Canada N6H 5L6. This acquisition will be processed under FAR Part 12 - Acquisition for Commercial Items and will be made in accordance with simplified acquisition procedures as stated in FAR Part 13.106-1(b)(1). The North American Industry Classification System code is 334516 and the business size standard is 500 employees. Only one award will be made as a result of this solicitation. This will be awarded as a firm fixed price type contract. Delivery shall be within forty-five (45) days after award. It has been determined there are no opportunities to acquire green products or services for this procurement. The Radiation Oncology Branch of the CCR treats cancer patients with radiation according to approved clinical protocols and performs research to better understand the role of radiation in the treatment of disease. The Branch requires an instrument that can record accumulated radiation dose distributions in 3 dimensions for the verification of complex treatment plans and for experimental in vivo measurements; especially in confined environments, such as cabinet x-ray machines, where conventional dosimetry equipment cannot be installed. Specifically, ROB requires equipment to make dosimetric measurements in its XRad 225Cx Small Animal Image Guided Irradiator, as the rotating imaging equipment makes installation of conventional dosimetry phantoms impossible This acquisition is for a tabletop cone beam optical scanner for the imaging of 3-dimensional dose distributions in radiochromic gel media. These measurements are essential for verifying dose distributions involving complex treatment plans which are typically generated in the clinic for many patients. It is also very useful for experimental purposes, since the gels can be placed in restricted environments, where conventional dosimeters will not fit. Additionally, the gels record a 3-dimensional dose distribution. This is markedly superior to Thermolumeniscent Dosimeters (TLDs), which record dose at a point or radiochromic film, which only records a 2-dimensional dose distribution. Modus Medical is the sole distributor of the Vista-15 Cone beam Optical Scanner. It will accommodate gel dosimeters up to 15 cm diameter and is capable of utilizing dual wavelengths (590nm and 633nm) and will accept an additional lightbox with a third wavelength. The 15cm rotary stage with dovetail will accept Presage prepackaged radiochromic gels. The Contractor shall provide one Vista-15 Cone Beam Optical CT Scanner with the following specifications: • Ability to scan objects up to 15 cm diameter by 12 cm long • 1024 x 768 CCD camera 12 bit monochrome with firewire interface • 16mm lens • Diffuse light source of 590nm and 633nm wavelengths • Optical filter to match light source • Stepping motor with drive • Rotary stage with clamp for 15cm jars • Scanning time of under 5 minutes for 360 projections and up to 400 slices • Reconstruction time of under 4 minutes per 100 slices • Spatial resolutions of 2.0, 1.0, 0.5 and 0.25 mm and isotropic • Overall time from scan to display of results of under 1 hour • Operating voltage of 24VDC with 120-140VAC adapter • Five polyethylene terephthalate (PET) jars 15cm diameter x 13cm long • Software for scan control, reconstruction and display of results • Additional 15cm aquarium • Additional lightbox with third wavelength • 10cm rotary stage • 8cm rotary stage • 15cm rotary stage with dovetail • One box of 32 8cm PET jars (400cc) • One box of 60 PET jars (10cm x 13cm) • One box of 18 PET jars (15cm x 13cm) LOCATION: Contractor shall deliver the Vista-15 Cone Beam Optical CT scanner to the following address: Radiation Oncology Branch, NCI Bldg 10 CRC, room B2-3661 NIH 10 Center Drive Bethesda, MD 20892. WARRANTY: Contractor shall provide a 1 year warranty against defects in equipment and material. Warranty shall include software updates as applicable. This notice is not a request for competitive quotation. However, if any interested party, especially small business believes it can meet the above requirement, it may submit a proposal or quotation. The response and any other information furnished must be in writing and must contain material in sufficient detail to allow NCI to determine if the party can perform the requirement. Responses must be received in the contracting office by 11:00 AM EST, on September 12, 2013. All responses and questions must be in writing and faxed 240-276-5399 or emailed to Reyes Rodriguez, Contracting Specialist via electronic mail at reyes.rodriguez@nih.gov. A determination by the Government not to compete this proposed requirement based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. No collect calls will be accepted. In order to receive an award, contractors must be registered and have valid certification in the Central Contractor Registration (CCR) and the Online Representations and Certifications Applications (ORCA) through sam.gov.
