- Due: September 10, 2013 NAICS: 562211 Place of Performance: James J. Peters VAMC, 130 W. Kingsbridge Rd, Bronx, NY 10468 Notice Type: Pre-solicitation Notification Synopsis: Sources sought only. This is not a request for formal proposals or quotes. No formal solicitation document exists at this time. Seeking all small businesses interested in providing Scrap Metal Pick up and Battery Recycling for the James J. Peters VAMC, 130 W. Kingsbridge Rd, Bronx, NY 10468. Interested contractors shall have the ability to provide the following services: "Vendor to facilitate recycling of lead acid batteries and non-ferrous metals (commodities that are Government Property) for James J. Peters Medical Center Main Campus facility to include all Labor, Material, Transportation and Delivery costs to a Smelter for Recycling of said commodities. Services will include (a) written documentation at time of pickup and a letter on Vendor letterhead back to the Medical Center for the Environmental Record, clearly stating that recyclable goods were delivered to a licensed Smelter for the purpose of recycling, the date the goods were turned over to the Smelter and the total poundage turned over to the Smelter for recycling in accordance with the Environmental Protection Agency Universal Waste Rule 40 CFR Part 273 and 40 CFR 266(g) for lead acid batteries and; (b) payment in the form of check payable to James J. Peters VA Medical Center for sale of Government Property as mentioned above within 10 days of pickup of the property for the purposes of recycling from the Medical Center. "Vendor shall strictly adhere to Federal, State and Local regulations pertaining to the collection, handling, packaging and disposal of lead acid batteries and other non-ferrous metal, specifically in accordance with the Environmental Protection Agency (EPA) Universal Waste Rule 40 CFR Part 273 and 40 CFR 266(g). "Vendor shall provide at minimum two (2) technicians to perform all labor associated with pick up of goods and supply tools such as a hand truck, jack, drums, pallets. "Technician will contact the Safety Department designee at time of arrival to pick up goods. "All personnel coming into the VAMC to perform any part of the service must be employees of the vendor and trained in accordance with all Federal, State and Local laws in the handling of lead acid batteries and/or scrap metal waste. "Vendor must provide copies licenses, permits and insurance for being a scrap metal dealer and provide copies of any licenses, permits and insurance information for the smelter where batteries and/or scrap metal will terminate for the purposes of recycling. Vendor is responsible for any incidental costs related to pickup such as fuel for vehicle to and from Medical Center and to and from Smelter. "Vendor should have demonstrated experience in the scrap metal business. Vendor should have service infrastructure (such as sufficient space) to store and manage lead acid batteries and/or non-ferrous metal on site until such time the lead acid batteries and/or non-ferrous metal is transported to the Smelter for recycling. "Vendor is responsible for providing a check made payable to James J. Peters VA Medical Center within 10 days of pickup of goods. Payment is based on the quoted price per pound for each commodity (battery or non-ferrous metal) multiplied by the number of pounds of each commodity picked up for recycling. Price quotes to the Medical Center for each commodity in the pickup is based on the fair market rate for each commodity at that time the arrangement is made using a standard industry reference such as the London Metal Exchange.
