- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are being requested and a written solicitation will not be issued. The solicitation number is HHS-NIH-NIDA(SSSA)-CSS-2013-304883 and the solicitation is issued as a Request for Quotation (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2005-69 effective August 1, 2013. This acquisition is for a commercial item or service and is conducted under Simplified Acquisition Procedures modified to reflect an acquisition conducted under the authority of FAR 13.5 Test Program for Certain Commercial Items. The associated NAICS code is 334516 with small business size standard 500 employees. The National Institute on Drug Abuse (NIDA) has a requirement for quantity one (1) microscope-based whole slide imaging system. The Integrative Neuroscience Research Branch, Intramural Research Program (IRP) at NIDA has seeks to procure a microscope-based whole slide imaging system to allow the scanning of multiple slides in transmitted and fluorescence illumination modes at multiple magnifications. As a slide-scanning system, the generation of large-sized image files is required. This acquisition will allow for the biochemical analysis of neurons located in brain areas that play a role in drug addiction. The essential government feature which this requirement needs to achieve is a system that can be utilized as a motorized fluorescence microscope in addition to the operation as a slide scanning system; as opposed to self-contained, closed box slide scanner systems that lack this flexibility. Vendors shall propose item(s) that meet the essential government feature and the following technical specifications and features needed to be achieved in slide scanning systems to be considered for award. Utilize multiple scanning objectives: 4x, lOx, 20x, 40x Add 60x or 100x oil scanning Scan in multiple Z-planes Allows for real-time review of high resolution scans during the scanning process Scan multiple ROI from one sample Accommodate sample slides of 1"x3", 2"x3" or 3"x5" dimensions and larger with some adjustment Scan multiple magnification layers within the same image file Able to output image files to JP2000,.tiff or.bgt (bigtiff) Upgradable for fluorescence scanning Support both color and monochrome cameras Support 16 bit monochrome image files Provide fluorescence calibration is available for each individual color channel Provide real-time online deblurring for fluorescence scanning applications Able to support advanced image processing software including maximum intensity projection and de-convolution algorithms Allow simultaneous visualization of silver grains and immunolabeling Contractor shall delivery the item(s) FOB destination after receipt of order (ARO) to the Bayview Medical Campus at 251 Bayview Blvd, Baltimore, MD 21224. Contractor shall indicate estimated delivery time ARO in their quotation. Quotations from Offerors will be evaluated on the ability to meet the essential government requirements listed in this solicitation. Quotations will be evaluated on basis of best value to the Government in relation to pricing. The following FAR provisions shall apply to this solicitation: 52.212-1, Instructions to Offerors--Commercial Items, 52.212-2, Evaluation--Commercial Items. Offerors must include a completed copy of the provision at 52.212-3, Offeror Representations and Certifications Commercial Items, with its offer. The Clause at 52.212-4, Contract Terms and Conditions Commercial Items, applies to this acquisition and the Clause at 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders Commercial Items applies to this acquisition. In order to be considered for award, the offeror must have completed the electronic annual Representations and Certifications requirement in accordance with FAR 4.1201(a). By submission of an offer, the offeror acknowledges the requirement that prospective awardees shall be registered in the federal System of Award Management (SAM), located at https://www.sam.gov prior to award, during performance, and through final payment of any contract, basic agreement, basic ordering agreement, or blanket purchasing agreement resulting from this solicitation.
