- HSSS01-13-Q-0235 Special Notice for Cellebrite Equipment The U.S. Secret Service intends to negotiate on a sole source basis with Cellebrite USA Corp., 266 Harristown Road, Suite 105, Glen Rock, New Jersey, 07452. The primary North American Industry Classification System (NAICS) code 334111. The SB size standard for this code is 1,000 employees. The contract will cover the following: (52) CelleBrite Logical and Physical software license renewals for current software issued to agents of the mobile device forensic program ; Conversion of (52) Cellebrite UFEDs to Cellebrite UFED Touch Ultimate; (3) Cellebrite UFED Touch Ultimates with 1 year software maintenance and two option years to include: •o Option year 1: fifty-five (55) Cellebrite Universal Logical software license maintenance renewals for 1 year(POP: 08/01/2014-07/31/2015); fifty-five (55) Cellebrite Physical Pro software license maintenance renewals for 1 year (POP: 08/01/2014-07/31/2015); •o Option year 2: fifty-five (55) Cellebrite Universal Logical software license maintenance renewals for 1 year (POP: 08/01/2015-07/31/2016); fifty-five (55) Cellebrite Physical Pro software license maintenance renewals for 1 year (POP: 08/01/2015-07/31/2016). Cellebrite product/equipment is the only equipment to incorporate all of the following functions: Circumvention of user set cell phone passwords and data on the cell phone; support of the devices listed on Attachment 1; direct connection to the subject phone. This functionality eliminates the need to purchase multiple programs and software products: The anticipated award will be a Firm Fixed Price Contract. This notice is neither a request for proposal nor a solicitation of offers. The determination of the Government not to open this requirement to full and open competition was made in accordance with FAR Part 6.302-1 and is solely at the discretion of the Government. Entities may identify their interest and ability to meet this requirement via a written capability statement only. All capability statements emailed no later than September 9, 2013, 8:00 AM EST will be considered by the Government for the purpose of determining whether to conduct a competitive procurement. A determination by the Government not to compete this proposed requirement based upon responses to this notice, is solely within the discretion of the Government. Any information received will be maintained for future Market Research requirements. No formal solicitation package is available. All questions shall be submitted to siobhan.mullen@usss.dhs.gov no later than September 4, 2013 at 1:00 PM EST.
