- This notice announces the intent by the U.S. Army Medical Research Acquisition Activity (USAMRAA) in support of Armed Forces Medical Examiner System (AFMES), Division of Forensic Toxicology (DFT) to buy a brand name only Agilent RapidFire 365 High-Throughput Mass Spectrometry System as prescribed in FAR 6.302-1. AFMES/DFT has been instructed by the DoD to evaluate Agilent Technologies Rapid Fire 365 System as a test bed for performance and productivity of high-throughput mass spectrometry. Evaluation studies are to be performed by AFMES/DFT staff for the feasibility of sustained program development and growth of the special forensic toxicology drug testing laboratories. Market research indicates the RapidFire 365 High-Throughput Mass Spectrometry System is the only system capable of allowing for high speed analysis of complex compounds such that a tandem mass spectrometry results will be completed every 8-10 seconds. The RapidFire 365 High-Throughput Mass Spectrometry System will enable DFT the ability to increase all testing panels and eliminate the cost of expensive immunoassay technology and instrumentation as well as eliminate the dependency of new kit development. This system will be used to streamline the workflow of drug discovery by eliminating bottlenecks and providing higher quality data 10 times faster than conventional The North American Industry Classification System (NAICS) for this requirement is 334516 and the size standard is 500 employees. This Special Notice of Intent is not a request for competitive quotes. Information received in response to this notice will be considered solely for the purpose of determining whether a competitive procurement is in the best interest of the Government. If no written responses are received by the date listed below, which reflects fifteen (15) days after the publication of this notice, the solicitation will be issued as brand name only. This announcement fulfills the synopsis requirements under FAR 5.102(a)(6) and 5.203(a).
