Description
R13PS40059 BPA Network Cable Pulling Services Combined Synopsis/Solicitation: The Bureau of Reclamation has a requirement for the establishment of a Blanket Purchase Agreement (BPA) for the period of October 1, 2013 through September 30, 2018 for Network Cable Pulling Services. It is anticipated that multiple BPA awards will be the result of this announcement. The NAICS code for this requirement is 238210, Electrical Contractors and Other Wiring Installation Contractors. This small business size standard is $14m. This procurement is 100% set-aside for small business. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. The solicitation document and the incorporated provisions and clauses are those in effect through FAC 2005-26 (June-2008). This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The Solicitation Number for this Request is R13PS40059. Possible Locations of Service: Bureau of Reclamation, Upper Colorado Region (Utah, Western Colorado, New Mexico, Arizona). The majority of the work is anticipated to occur in Northern Utah. Qualifications & Submittals: Prospective Contractors must be actively registered at https://www.SAM.gov with a valid DUNS number. Vendor must be capable of accepting a charge card as a method of payment. Vendors shall submit a capability statement outlining personnel experience and certifications and the firm's ability to deliver the supplies and perform the services related to the minimum requirements outlined in this document. Vendor shall submit (3) three referrals related to past performance in performing relevant network cabling jobs including private and/or government work. Submittals can be sent electronically to swimmer@usbr.gov and shall reference solicitation number R13PS40059. Submittals shall be sent in no later than 4:30 pm MST on September 9, 2013. The government reserves the right to make multiple awards of parent BPA(s) to the best qualified vendors based upon the firms experience, certifications and qualifications, and past performance. A copy of test results for each terminated cable will be provided to the datacomm manager before accepted as complete. "Must use Siemon, AMP, or equivalent quality components for installation. "All wall plates and jacks must match as closely as possible the color scheme of installation site. (wall plates/jacks match wall color, system furniture plates/jacks must match furniture color) The only exception is the jack color for voice ports. "Must use high quality solid core cabling. "All installs will be labeled using agency and port code both at the jack and in the patch panel. Patch panel number (P1, P2, P3, etc..) and the Data or Voice port number (D1, D2 or V1, V2, etc..) All runs will be documented and will be provided to datacomm manager after being accepted and complete. "Vendor will be responsible for providing all hardware necessary for installs - faceplates, jacks, patch panels, cable management, Panduit/wiremold, boxes, shelves racks etc. If a system furniture company has components that integrate with the furniture, these components will be used. "Each telephone (analog) jack throughout the office will be identified by unique color and/or labeling "All cable runs will be professionally labeled and a list of the cable runs provided to IT staff and/or site management. "All runs will follow standard cabling as follows: Ceiling Data runs will be Yellow Plenum Category 6 solid core cable, under floor Data runs will be Blue PVC Category 6 solid core cable. All voice will be solid core green Category 6 cabling (Plenum or PVC depending on cable routing). "A minimum 10' service loop will be provided at each end of cable run to allow for future mobility. "All cable runs will be routed free of electrical interference and be easily accessible. "If raceways are available, these must be used to standardize the routing pathways. Blanket Purchase Agreement (BPA) This is a BPA negotiated under the authority of 41 U.S.C 253(g), whereby the vendor shall, subject to the terms of this agreement and any attachments, promptly furnish supplies and/or services ordered under the agreement. The supplies and/or services to be ordered, as stated below, shall be the same as an open charge account. PRICES: Based on vendors current prices that are provided to their most valued customers. Parent BPAs do not require pricing for supplies and services. Upon placement of a BPA order the vendor will be asked to supply pricing for the specific needs of the government. Extent of Liability: The Government is liable only to the extent of authorized calls actually placed against this BPA for the 5 year period of the agreement.
