- Functional Requirements for DOT PRISM FAR PART * Sole Source Justification This is a SOLE-SOURCE notice of award. In the follow-on project, Compusearch Software Systems, Inc. will provide DOT's departmental PRISM procurement system operations and maintenance requirements under the issuance of a Firm Fixed Price award. This award is a logical follow-on to its existing Federal Supply Schedule Blanket Purchase Agreement (BPA), DTOS59-08-A-00019, which expires September 30, 2013. The anticipated period of performance will be a base year and three one-year options. This award allows Office of the Senior Procurement Executive time to complete Phase I and II of the Departmental Procurement Platform (DP2) procurement systems modernization effort to consolidate eight stand-alone PRISM systems into a single PRISM system. The DOT Operating Administrations (OAs) will purchase PRISM operations and maintenance requirements from the licensed software vendor at a discount below GSA pricing prior to the OA's scheduled transition to DP2. After DP2 implementation the DOT modes will continue to use this BPA to purchase annual maintenance for PRISM user licenses and any additional user licenses. This BPA will also incorporate DOT's ESC PRISM operation and maintenance requirements with other DOT requirements. Historically ESC PRISM requirements have been purchased from Compusearch at the full GSA schedule price. Phase III is scheduled to begin in FY17 to evaluate the effectiveness and costs associated with the consolidated ESC PRISM solution compared to alternative procurement system solutions available in the commercial marketplace. Any vendor that can provide the capabilities as outlined in the attached requirements document may e-mail its Statement of Capabilities to MJ Fiocco (Contract Specialist) and Cynthia Vass-Lassiter (Contracting Officer) at mj.fiocco@dot.gov and c.vass-lassiter@dot.gov no later than 4:00PM Eastern Daylight Time September 13, 2013.
