- SYNOPSIS/SOLICITATION: BRAND-NAME ONLY REQUEST FOR QUOTE (RFQ) The NAVSUP Fleet Logistics Center San Diego (FLCSD), Seal Beach detachment, Contracting Office intends to award a firm fixed price (FFP) contract to purchase brand-name items. This procurement will be processed under FAR part 13. The anticipated purchase order will fulfill a NAVFAC EXWC requirement for three of ORC's technology; BoomVane a fast water oil boom deployment vehicle. This self propelled oil boom pull allows EXWC to contain hazardous water pollution in 0.5m or less of water without the use of any USN boats or personnel and can meet or exceed clean up periods of 24 hours replaces the Navy requirements to procure additional boats for oil boom deployment needs. ORC has created and patented the technology and will only distribute or provide technology rights to specified manufacturers for CONUS distribution. This acquisition will be processed under the authority of FAR 13.106-1(b) due to data and patents owned by ORC. The applicable NAICS code is 33999 and the applicable business size is 500 Employees. It is anticipated that a Request for Quote (RFQ) will be issued on or about 29 August 2013 directly to the two authorized manufacturers or distributors of BoomVanes. This brand-name only procurement is issued as a 100% small business set-aside and must be Buy America Act compliant. Inspection and acceptance will be at destination by the Government. Standard commercial packaging and marking will be required. Performance/usage location will be NAVFAC locations in Jacksonville, FL; San Diego, CA; and Portsmouth, NH. Interested parties may identify their interest and capability to respond to the requirement or submit quotes on or before the indicated due date through the above designated Government Point of Entry (GPE).
