Description
EXPRESSION OF INTEREST SOUGHT The Department of Veterans Affairs (VA) currently leases 2,075 net usable square feet (NUSF) space at a building for the Ponce Vet Center in Ponce, P.R. The VA seeks to lease a space for approximately 3,600 net usable square feet (NUSF) occupancy in accordance with (IAW) authority outlined in GSAR 570.4. The offered space must be on street level only and provide 3,600 NUSF of space. The net usable square feet does not include such areas as stairs, elevators, mechanical and utility rooms, ducts, shafts, vestibules and public corridors, and public toilets required by local code. The offered space must be street level and offer convenient pedestrian, public transportation, and privately owned vehicle access from main thoroughfares. On-site parking for approximately 25 designated parking spaces and 5 Architectural Barriers Act Accessibility Standard (ABAAS) compliant handicapped designated parking spaces is required. Ideally, continuous or adjacent properties will be for professional or office use and the Vet Center space will be a freestanding building. Space offered must be in a quality building of sound and.substantial construction, either a new modern building or one that has undergone first class restoration or rehabilitation for intended use. The space will be used for Readjustment Counseling. Vet Centers are VHA non--medical business occupancy facilities which shall be ABAAS compliant, accessible in accordance with the Uniform Federal Accessibility Standards (41 C.FR 101-19.6, App. A), and emergency exits must be fitted with egress panic bars. The space must be sufficient to provide both visual and sound privacy for individual counseling, group counseling, family counseling sessions, conferences, etc. All counseling rooms/offices and administrative areas require wiring for telephones, VHA computer network connectivity, data jacks, and Metro e / T:-1 data lines. A fully service lease for up to 10 years will be considered (5 year firm term). Occupancy is required by August 1, 2014. Proposed property shall not be located within the 100-year flood plain. To be considered, the space must be located within or bordering/facing the following delineated area in Ponce, PR: North: Starting at Road # 14, where it intersects with State Road # 10, and over to State Road 503/Road 9.. West: Starting at Road 123 and down to intersection with Road 52. South: Starting at Road 52 no further than Santiago de los Caballeros Avenue/VA Ponce Outpatient Clinic. East: No further than Road # 52, intersection with Road #1. To be included in initial considerations interested offerors shall address all of the following when responding to this advertisement/announcement. Do not submit response in binder, spiral format, etc., submit on plain bond paper only with not more than ten (10) pages: 1. Documentation evidencing that proposed property is outside the 100-year flood plain. 2. Proposed Property address. Map showing property within the delineated area is a plus. 3. Name, phone number and email address of Property Owner. Note, if responding and you are not the property owner, i.e. broker, provide written statement from property owner (owner letterhead) authorizing you to represent the owner. 4. Documentation delineating the cost advantages to the Government for relocating to proposed space. 5. Documentation delineating Offerors ability to meet All the Governments requirements identified in this advertisement/announcement. 6. Amount of space offered. Note, the minimum acceptable is 3,600 NUSF and the maximum acceptable is 3,600 NUSF. 7. Cost; i.e. the dollar amount per NUSF. Breakdown base rent cost figure and operating cost figure; together these figures equal the total NUSF cost. 8. Number of on-site parking spaces. Note, the above figures are minimums, there is no maximum. 9. Date space is available. 10. Other pertinent information.
