Description
Title: P-536 FOR ENERGY RECIRCULATION SYSTEM AND ELECTRIC MACHINERY EQUIPMENT INSTALLATION, BUILDING 633 COMPLEX, PHILADELPHIA, PA Solicitation Number: N40085-13-R-3523 (New) Notice Type: Pre - Synopsis NAICS: 236220 with a Construction Size Standard of $33,500,000 Magnitude of Construction $25,000,000 to $100,000,000. THIS PRE - SOLICITATION NOTICE IS NOT A REQUEST FOR PROPOSALS. The Naval Facilities Engineering Command Northeast IPT, Mid-Atlantic is posting this Pre - Synopsis for the P-536 construction project. The construction project is located in Philadelphia Pennsylvania. The appropriate NAICS Code is 236220, with a Construction Size Standard of $33,500,000. This will be a One-Phase Design/Bid/Build (DBB), Best Value Source Selection (BVSS) solicitation. When the actual solicitation is issued, plans and specifications will be available from either www.fbo.gov or https://www.neco.navy.mil websites. This solicitation is being advertised on an unrestricted basis inviting Full and Open competition. This is a source selection procurement requiring both technical and price proposals The evaluation factors include: Factor 1: Corporate Experience Factor 2: Technical Approach Factor 3: Safety Factor 4: Small Business Sub-Contracting Effort Factor 5: Past Performance Factor 6: Price Large Business concerns are required to submit a subcontracting plan prior to award. Description of Work: The objective of the Power Recirculation System and Electric Machinery Equipment Installation at the Naval Surface Warfare Center Caderock Division Ship Systems Engineering Station (NSWCCD-SSES) is to install a Power Recirculation System and electrical machinery used to perform full scale propulsion system testing. The system will recapture load power traditionally consumed as heat loss. Benefits of the system include improving the overall energy efficiency, reducing fuel consumption, and improving the environmental impact of the facility. The Power Recirculation System capability will be installed in Building 633. The system will enhance the existing Full Scale Electric Test Drive Facility developed under MILCON project P-205. Power, Control, and Data Network interfaces will be provided, including cables and cable trays connecting the system to the existing P-205 electrical distribution system and the existing Facility Control System. Structural supports for equipment and conduit are required. The Power Recirculation System contains Electrical Power Conversion components capable of recirculating up to 60MVA of power. Input power will consist of a 25MVA 3-phase transformer feed from the 13.8kVAC 60 Hz P-205 Medium Voltage (MV) Switchgear located in Building 633. Output Power capability consists of four separate Medium Voltage interfaces to Synchronous Machines rated at 30MVA each. The power recirculation function provides for bidirectional power delivery and absorption between the four synchronous machines with up to 25MVA make-up power provided by the local power source connected to the P-205 MV Switchgear. The Power Recirculation components will be housed externally, on the south side of Building 633. The MV cabling from the Power Recirculation System shall be terminated using appropriately rated no-load disconnect devices and circuit breakers. Power Recirculation System Equipment shall require auxiliary system interfaces that include cooling water and low voltage power. The specific auxiliary support system requirements will be dictated based on the Power Recirculation System equipment needs of the selected vendor. The estimated Period of Performance for this project is 1035 days from date of award. The approximate Solicitation Release Date is October 01, 2013 and will be posted on the NECO and FedBizOps websites. This solicitation, including all specifications, will only be available in downloadable electronic format. ALL DOCUMENTS will be in the Adobe Acrobat PDF file format and downloadable from the Navy Electronic Commerce Online (NECO) website.
