Description
The Contractor shall perform a healthcare operational assessment to evaluate quality of care delivered in all levels of nursing care (Assisted Living, and Long Term care) and ambulatory care clinics at Armed Forces Retirement Home. Each campus will be assessed individually and a report of findings prepared. The healthcare operational assessment shall be performed annual except during the year of a Joint Commission accreditation survey. In the year of an accreditation survey only consultative services based on the survey's findings will be provided. Consultative services will both on and off-site. The Contractor shall provide consultative services to prepare all level of nursing care and the ambulatory car clinic each AFRH campus for an accreditation survey under Joint Commission standards develop for Veterans Administration Community Living Centers. Consultative services will be customized to strengthen areas revealed by the operational assessment of healthcare practices. The healthcare operational assessments will be coordinated with AFRH oversight organizations, including but not limited to the Department of Defense Inspector General (DoD IG) and Tricare Management Administration (TMA). A firewall will exist between operational assessment and consultative services and execution of the Joint Commission accreditation process. CONTRACTING AGENCY: Bureau of Fiscal Services for AFRH 2. AUTHORITY CITED: This action is authorized under Federal Acquisition Regulation (FAR) 6.302-1, Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements. 3. REASON FOR AUTHORITY CITED: The need to have a more comprehensive review of the healthcare services being provided was recommended during the Committee on Accreditation of Rehabilitation Facilities(CARF) out brief. It was highlighted again during an inspection by by AFRH's oversight organization, the Department of Defense Inspector General.(DODIG) Joint Commission Resources Inc. is the only entity that meets the requirement of this contract per the following: • They have a working knowledge of and familiarity with The Joint Commission accreditation survey standards as developed for Veterans Administration Community Living Centers for nursing and ambulatory care units. • They have the ability to perform an external healthcare assessment as cited by the Committee on Accreditation of Rehabilitation Facilities(CARF) to ensure compliance in long term care and ambulatory requirements. • The Joint Commission Inc. is the only organization that has the background, knowledge, and experience to advise and assist the AFRH in gaining accreditation in the areas of Long Term Care and Ambulatory Care services as mandated by the AFRH's oversight organizations.(Tricare Management Association & Department of Defense Inspector General).
