Posted Date: August 29, 2013 Procurement Office: U.S. Environmental Protection Agency, Superfund RCRA Procurement Operations Division (3805R) 1200 Pennsylvania Avenue, NW Washington, DC 20460 Response Date: September 3, 2013 In accordance with FAR 6.302-1, Only One Responsible Source, the U.S. Environmental Protection Agency (EPA) Office of Research and Development intends to award a sole source purchase order to Thermo Electron North America LLC. for the renewal of a maintenance agreement for the Element 2 High Resolution ICPMS instrument.. This procurement for Thermo Finnigan Element2 high resolution magnetic sector field inductively coupled plasma mass spectrometer (HR-ICPMS) Unity Essential Plan is recommended to be processed without full and open competition. The manufacturer is the only qualified entity to provide service and support of an existing EPA HR-ICPMS. The maintenance plan covers software updates, factory-certified replacement parts, unlimited on-site service visits, one annual preventative maintenance visit, and all associated travel and labor costs for the service-engineer. The Element2 high resolution magnetic sector field inductively coupled plasma mass spectrometer (HR-ICPMS) Unity Essential Plan was previously maintained under purchase order EP-13-D-00038. In order to successfully maintain the Thermo Element2, it is highly preferable to use Thermo Electron North America LLC. for the continuation of maintenance of the Element2. NO SOLICITATION OR REQUEST FOR QUOTE (RFQ) IS AVAILABLE. Notwithstanding, any firm that believes it is capable of meeting EPA's requirement as stated herein may submit a capability statement, which if received within three (3) business days of the date of this announcement at 3:00pm EST. will be considered. Responses to this posting must be in writing and provide clear and convincing evidence that competition would be advantageous to the Government. A determination not to compete the proposed purchase order based upon the responses to this notice is solely within the discretion of the Government.
